Main Purpose
The Project Engineering Manager will establish and oversee the engineering framework that guides project execution, ensuring efficient delivery of multi-disciplinary engineering and design activities for onshore projects within the energy and hydrocarbon industries.
Key Responsibilities
- Develop and implement the engineering execution framework, including procedures, workflows, deliverables, and interface management.
- Lead and coordinate multidisciplinary engineering teams during feasibility, concept, front-end engineering design (FEED), and detailed design phases.
- Ensure engineering deliverables meet quality standards, adhere to project scope, and align with timelines.
- Deliver design outputs that comply with client specifications, regulatory requirements, and industry best practices.
- Review and approve engineering strategies, project structures, and discipline roles.
- Implement the project Engineering Management Plan, including discipline-specific scheduling and budgeting that integrates safety and sustainability across the asset lifecycle.
- Manage technical value improvement initiatives such as technology selection, value engineering, energy optimization, and reliability, availability, and maintainability (RAM) analysis.
- Coordinate cross-disciplinary engineering integration, ensuring seamless sequencing and effective interface management among teams, licensors, contractors, and stakeholders.
- Oversee interfaces between engineering, procurement, construction, and third parties, ensuring timely resolution of technical issues and interdisciplinary conflicts.
- Maintain engineering compliance with Worley standards, international codes, and customer specifications, overseeing quality assurance processes including document control and approval cycles.
- Lead design reviews, safety assessments, technical assurance, and ensure scheduling and budgeting of Technical Peer Reviews, involving senior management as required.
- Serve as the primary technical liaison with customer management throughout project phases supporting safe, timely, and budget-compliant engineering delivery.
- Monitor progress versus schedule, budget, and deliverables, identifying risks and launching mitigation actions.
- Provide technical and commercial recommendations to optimize designs and manage project risks, ensuring alignment with cost, schedule, and procurement controls.
- Maintain comprehensive engineering registers covering assumptions, holds, queries, deviations, document changes, and decisions.
- Champion health, safety, security, environment, and quality (HSSEQ) culture within engineering practices, ensuring designs incorporate safe and environmentally compliant solutions aligned with local and international regulations.
- Lead, mentor, and develop diverse, multi-location engineering teams with appropriate resource allocation and competency alignment, fostering collaboration and continuous improvement based on lessons learned.
Qualifications and Credentials
- Bachelor’s degree in any engineering discipline from an accredited institution.
- Chartered Professional Engineer (CPEng) certification or progress towards it is advantageous.
- Mandatory accreditation with the Ministry of Municipality and Environment (MME); candidates must obtain this within the probation period if not already accredited.
Experience and Competencies
- Extensive experience in the oil & gas, petrochemical, or energy sectors.
- Proven track record as Project or Engineering Manager managing Pre-FEED, FEED, and Detailed Engineering projects over the past five years.
- Strong expertise in managing multi-disciplinary and globally distributed engineering teams.
- In-depth knowledge of engineering governance, execution planning, and design assurance.
- Comprehensive understanding of cross-disciplinary integration, interface management, and sequencing.
- Familiarity with engineering deliverables, specifications, design review processes, and project lifecycle stages (Pre-FEED through EPC).
- Experience with risk and change management, and technical decision-making.
