Role Overview

We are seeking a skilled Road Engineer to join our team in Doha, Qatar. This role supports the Roads Operation and Maintenance Division by managing and supervising maintenance activities to ensure optimal road network functionality aligned with asset management standards.

Key Responsibilities

• Comprehend and manage road operation and maintenance tasks, setting scopes, targets, and monitoring performance.
• Oversee maintenance of road assets including asphalt repairs, street lighting, safety barriers, signage, highway structures, HVAC, and passenger lifts.
• Coordinate efforts among stakeholders, consultants, and contractors to implement maintenance works efficiently.
• Plan and schedule maintenance programs across the road network.
• Lead and prioritize maintenance work orders and supervise maintenance teams.
• Conduct inspections and supervise compliance with contracts under guidance of Lead Engineers.
• Review tender documentation and prepare scope of work for maintenance contracts.
• Estimate costs related to maintenance contracts based on defined work scopes.
• Analyze tender submissions and produce technical and financial recommendations for decision-makers.
• Provide advisory support on commercial and contract risk aspects for ongoing maintenance agreements.
• Support compliance with Enterprise Asset Management System processes among project teams and vendors.
• Ensure road maintenance and upgrades meet technical standards, implementing corrective actions as needed.
• Develop preventive and routine maintenance plans on quarterly, annual, and long-term bases to meet operational performance objectives.
• Work collaboratively with the Design Department to propose and implement road network improvements.
• Monitor contractor performance to confirm adherence to service level agreements.
• Prepare detailed scopes for new and maintenance-related projects for tender and quotation activities.

Candidate Profile

• Bachelor’s degree in Civil Engineering or related field from an accredited institution.
• A minimum of 10 years of pertinent experience in road network engineering, including at least 3 years managing contractors and leading teams.
• In-depth knowledge and hands-on experience with road asset operation and maintenance required.
• Familiarity with performance-based maintenance contracts is beneficial.
• Understanding of roadwork quality standards, environmental regulations, and policies.
• Proven capacity to support and drive organizational change.
• Holding a valid Qatar Driving License is preferred.
• Proficiency in Arabic communication, both spoken and written, is advantageous.
