Role Overview

The Resource Planner plays a crucial role in steering workforce planning efforts by supporting both pursuit and project teams through effective identification and deployment of talent. This position works closely with Sector and Service leaders as well as Workforce Planning (WFP) Directors to manage conflicts, improve contribution, and ensure data integrity. Building strong networks and having detailed awareness of people and capabilities within assigned teams are essential responsibilities.

Key Responsibilities

  • Maintain frequent engagement with team managers to optimize billability and enhance forecast reliability.
  • Oversee and actively manage workforce demand within assigned domains and assist the wider network in identifying overlooked requests.
  • Ensure accuracy and quality of 12-week outlook forecasts for the teams under management.
  • Engage proactively with managers to identify upcoming work and demand suitable for pre-planning in Design & Engineering functions.
  • Provide consistent feedback and insights via dashboards to relevant stakeholders to support informed decision-making.
  • Timely identification and communication of recruitment needs to relevant parties.
  • Maximize adoption of soft booking practices and forward planning techniques.
  • Support mobilization and demobilization processes for project talent deployment.
  • Serve as the main contact for talent seeking new opportunities, ensuring robust documentation within relevant systems.
  • Develop comprehensive knowledge of the teams serviced to deliver informed recommendations and establish credibility.
  • Forge strong, approachable relationships with pursuit leaders and project managers to facilitate resource identification.
  • Maintain networking with team managers, emphasizing solution-oriented approaches and accountability.
  • Understand optimal engagement methods and points of interaction within the organization.
  • Detect and address inaccuracies or gaps in workforce planning data, working to resolve such issues.
  • Help onboard new employees and ensure completion of workforce profile information within WFP Tags.
  • Maintain regular contact with Sector and Industry leaders to understand client talent needs.
  • Continuously enrich workforce planning data and actively manage the demand marketplace.
  • Identify and escalate risks related to supply and demand imbalances.
  • Address counterproductive behaviors or practices that may undermine Arcadis outcomes, escalating concerns as needed.
  • Provide early alerts to Sector WFP Directors on workforce supply disparities.
  • Escalate unexpected changes promptly and leverage the WFP network to find solutions.
  • Act as the key liaison within pursuit activities to find appropriate talent and support sales efforts.
  • Integrate client-desired attributes into WFP Tags to enhance their utility.
  • Assist in prioritizing key clients and major opportunities.
  • Serve as point of contact for Tier 3-4 client teams.

Qualifications & Experience

  • Demonstrated experience in workforce or resource planning, deployment coordination, or similar operational roles within Architecture, Engineering, Construction (AEC), or related professional services sectors.
  • Strong knowledge of workforce analytics, including forecasting, demand signals, and billability impacts on deployment decisions.
  • Excellent collaboration and stakeholder management skills to build productive relationships with various teams, leaders, and talent acquisition partners, while fostering accountability.
  • Awareness of regional labor trends, employment laws relevant to workforce planning, and deployment practices.
  • Analytical and data-focused mindset with the ability to identify discrepancies in data and enhance accuracy in workforce information.
  • Expertise in change management and transformation to help adopt evolving workforce planning tools and processes.
  • Familiarity with processes and systems governing workforce data, WFP tags, and demand matching or the capacity to quickly acquire such knowledge.
  • Client-centric and solution-focused approach to align resource planning with client and pursuit requirements.
  • Strong communication aptitudes enabling clear feedback, timely suggestions, and early identification of supply-demand issues.
  • Capacity to manage competing tasks, appropriately escalate risks, and utilize networks to source suitable talent.
  • Understanding of commercial considerations including utilization, billability, project margins, and their influence on workforce decisions.
  • Capability to influence stakeholders and champion adherence to workforce planning norms without direct authority.
  • Sound judgment in resource allocation balancing business priorities and workforce availability.
  • Leadership qualities that empower employees, encourage accountability, foster continuous improvement, and support an inclusive, engaged workplace culture aligned with Arcadis's leadership values.
  • A bachelor's degree or equivalent practical experience in technical or commercial disciplines such as business, operations, human resources, or analytics.
