Overview
PM Group is a global, employee-owned firm specializing in project delivery for sectors including data centres, life sciences, advanced manufacturing, and industry. Our Singapore team manages complex, fast-paced projects from initial concept through construction to final handover. We are seeking a Proposal Engineer to join our local Business Unit to drive new business opportunities with top international clients.
Key Responsibilities
- Analyze tender documents and requests for proposals to fully grasp client needs, scope, criteria for evaluation, and submission guidelines.
- Assist with go/no-go decision-making by summarizing opportunities, risks, and required resources.
- Coordinate bid timelines, lead kickoff and review meetings, and monitor action items to ensure deadlines are met.
- Develop technical proposal content outlining methodologies, execution strategies, scopes of service, organizational structures, and project timelines.
- Collaborate with technical leads to specify scopes and prepare estimates for man-hours, fees, deliverables, and staffing plans.
- Customize CVs, project references, and case studies to suit each proposal’s requirements.
- Compile compliance charts, manage clarifications, assumptions, and exclusions.
- Coordinate input from various disciplines and multiple offices, ensuring final submissions are accurate, consistent, and professionally formatted.
- Handle submissions through client portals and government platforms such as GeBIZ.
- Support post-submission stages including clarifications, presentations, and negotiation processes.
- Maintain and update a repository of proposal content, templates, previous bids and participate in post-project reviews to capture lessons learned.
Candidate Requirements
- Diploma or degree in Business Management, Engineering, Architecture, Construction Management, or a related discipline.
- A minimum of five years' experience in proposal development, tendering, or cost estimating within engineering consultancy, EPCM, or construction sectors.
- Familiarity with project delivery processes for built environment projects, preferably within life sciences, semiconductor, or industrial industries.
- Proven experience in preparing fee proposals and resource allocation estimates.
- Strong command of written English capable of generating clear and compelling technical documents.
- Excellent organizational skills, capable of handling multiple bidding processes under strict deadlines.
- Proficient with Microsoft Office applications, particularly Word, Excel, and PowerPoint.
