Role Summary
The Project Controls Director will manage cost estimating, analysis, and control functions across one or more project delivery teams, overseeing schedule planning, maintenance, monitoring, impact evaluation, and recovery strategy development. This senior role involves supervising the preparation and presenting of estimates, supporting project administration, and identifying innovative solutions for cost engineering and scheduling challenges. The position reports to higher management and directs assigned personnel while maintaining close collaboration with Project Managers and discipline leads to ensure timely, high-quality completion of work.
Key Responsibilities
- Offer expert guidance on staffing and project controls requirements related to planning, scheduling, and cost engineering.
- Develop comprehensive staffing strategies for planning, scheduling, and cost engineering activities.
- Review and support evaluation of proposal components relating to schedule, cost engineering, and material control to aid contract negotiations.
- Detect cost trends and scheduling impacts requiring management attention.
- Interface with Bechtel management and client representatives to address planning, scheduling, and cost reporting deliverables.
- Prepare, analyze, and present detailed cost engineering, estimating, and scheduling data for management and clients.
- Coordinate project studies ensuring integration of activities and accurate work scope identification.
- Evaluate study outcomes and provide recommendations for team discussion.
- Determine scope requirements for overall cost estimates by discipline, ensuring timely and comprehensive acquisition of scope and related data.
- Review design scope criteria and quantities, collaborating with project teams to define additional estimating bases where information is incomplete.
- Establish conceptual scope estimates where data is unavailable, plan and coordinate appropriate quantification levels, and identify reference jobs for data reconciliation.
- Supervise timely and proficient preparation of cost estimates and establish report formats detailing confidence levels and risk areas.
Qualifications and Experience
- A Bachelor’s or Master’s degree in Engineering, Construction Management, or a related discipline with a minimum of 25 years of relevant industry experience.
- At least 10 years in a Project Controls Manager role overseeing cost and schedule control functions.
Required Knowledge and Skills
- Proven expertise in planning, developing, controlling, and analyzing project schedules and cost engineering activities including estimation, cost control, financial reporting, and analysis in both field and office settings.
- Experience in managing, training, and supervising technical and non-technical staff.
- Strong capability to independently plan, organize, direct, review, and deliver cost engineering and estimating products, employing sound professional judgment.
- Excellent communication skills, both verbal and written.
- Advanced understanding of project controls technical aspects, as well as knowledge of engineering, procurement, contracts, construction, and startup processes relevant to Bechtel’s operations.
