Job Summary

The Emergency Management Specialist will develop, sustain, and monitor the Emergency Management System for the Royal Commission at Jubail and Ras Al-Khair. The role focuses on conducting emergency management assessments and creating Emergency Response Plans (ERPs) for various departments and sectors. These plans require regular annual review, maintenance, and testing. The specialist will also gain expertise in Business Continuity and Risk Management to broaden crisis and disaster management capabilities.

Key Responsibilities

• Provide expert advice on Emergency Management to create risk-based Emergency Response Plans safeguarding Royal Commission facilities, the public, and businesses.
• Maintain and evolve Emergency Response Plans and policies according to leading international standards.
• Collaborate with stakeholders to clarify Emergency Response Plan needs.
• Assist in authoring Department and Sector Emergency Response and Recovery Plans and supporting related training and exercises.
• Conduct field inspections to identify Emergency Management capability gaps and propose solutions.
• Manage records, audits, and reviews of Emergency Management plans to ensure validity and continuous improvement.
• Recommend enhancements to Emergency Management capacities based on best practice.
• Coordinate with designated authorities and provide required Emergency Management information.
• Work cross-functionally within Crisis and Disaster Management units to uphold preparedness.
• Support design and implementation of training and drills to test crisis response and incorporate learning.

Required Education and Experience

• Bachelor's degree from an accredited institution.
• Minimum of 3 to 6 years experience in Resilience or related fields.
• Membership in an internationally recognized Emergency Management or Crisis and Disaster Management body is preferred.
• Proficient in written, verbal, and interpersonal communication.
• Ability to multitask and manage demands from various sources.
• Capability to work effectively within a culturally diverse environment, respecting differences.

Knowledge and Technical Skills

• Proficiency with Microsoft Office Suite: Word, Excel, PowerPoint.
• Familiarity with Royal Commission organizational structure.
• Understanding of Emergency Management regulatory codes.
• Awareness of ISO 22361:2022 standard or equivalent.
• Aptitude for prioritizing workloads and adapting to evolving tasks.
