Project Overview
The Expo 2030 Riyadh will be a worldwide platform for collaboration under the theme "Foresight for Tomorrow," focusing on sustainable development, innovation, and transformative ideas. Taking place from October 2030 to March 2031, it is anticipated to attract over 40 million visitors. The comprehensive six-square-kilometer master plan includes a 491,100 m² exhibition space housing up to 197 countries and 29 international organizations. Our responsibility includes managing infrastructure work such as early works, utilities, and public spaces which will later transition to mixed-use legacy development according to international sustainability benchmarks.
Job Summary
Within a project management consultancy setting, the Deputy Project Controls Director will lead the enterprise-wide Change Management function. This role entails strategic leadership over change identification, evaluation, governance, approval, execution, and communication. Reporting to the Project Controls Director, this position oversees cost engineering, estimating, analysis, scheduling, risk management, and reporting. It requires preparing project estimates, cost forecasts, and providing technical guidance while fostering collaboration across multiple project disciplines.
Key Responsibilities
- Ensure adherence to procedures and best practices in all cost and schedule-related activities.
- Lead and manage the Change Management team with mentorship, coaching, and technical supervision.
- Direct project controls personnel and provide daily technical guidance and performance oversight.
- Collaborate with Cost, Planning, Risk, Commercial, Contracts, Procurement, Engineering, and Construction teams for integrated change impact assessments.
- Oversee planning, scheduling, trend analysis, cost control, risk management, and reporting to meet project and customer expectations.
- Develop executive-level reports and dashboards that clearly communicate change status, trends, forecasts, and management responses.
- Manage administrative and technical direction for project controls staff, interface with cross-functional teams, and innovate cost and scheduling solutions.
- Deliver timely and accurate analysis and reporting to senior management and corporate teams.
- Assist in commercial operations, contract administration, and customer interface.
- Represent project controls at client meetings and presentations.
- Maintain consistent application of procedures and reporting oversight with the Project Controls functional department.
Required Qualifications and Experience
- Bachelor's or master's degree (or international equivalent) accompanied by 20 years of relevant industry experience.
- Competence in utilizing project control software tools and cost database systems.
- Proficiency in PC operating systems and multiple basic software applications, with a requirement to deliver all reports and outputs in Power BI.
- Understanding of financial reporting systems, account codes, and Controller instructions relevant to project financial status and earned revenue determination.
- Knowledge of engineering, procurement, contracts, construction, and start-up processes as executed by leading construction firms.
- Experience or knowledge gained through specialized instruction or practical exposure in engineering and construction management.
- Preferred prior professional experience in the Middle East region.
- Ability to cultivate effective relationships with customer personnel.
- Strong grasp of personnel management, supervision, and training techniques for technical and non-technical staff.
- Excellent organizational, interpersonal, verbal, and written communication skills.
- Demonstrated capability to effectively present analyses and information to senior leadership.
- Flexibility to work overtime and adapt to evolving work schedules.

- Relocation is authorized internationally, accompanied.
- Work is conducted full-time onsite at the Riyadh location.
