We specialize in creating value-added energy solutions aimed at a low-carbon future. We are looking to hire a Procurement Engineer to join our team in Doha, Qatar, on a 12-month extendable contract.

Responsibilities

  • Assist the Head of Procurement and Project Management in overseeing Buyers, Expeditors, and Logistics Coordinators within the procurement department.
  • Support in creating and maintaining the Procurement/Subcontract Plan, procedures, and related project procurement documents.
  • Prepare and issue prequalification dossiers for suppliers of materials and subcontractors providing services related to projects and proposals.
  • Analyze scopes of work, material requisitions, and similar documents to ready materials and services for tendering.
  • Develop bidder lists and prepare single source justifications when necessary before tender issuance.
  • Send invitations to bid, requests for quotations, and requests for information.
  • Follow up on proposals, offers, and quotations through expediting processes.
  • Coordinate technical and commercial evaluation of offers with Engineering, Project, Cost, and Planning teams.
  • Draft commercial clarification queries and negotiate final terms with bidders under Head of Procurement guidance.
  • Prepare award recommendations and commercial bid tabulations.
  • Issue purchase orders, service orders, subcontracts, and transport service orders using ERP systems and contract templates.
  • Facilitate kickoff and expediting meetings, coordinating with vendors, projects, and engineering teams.
  • Monitor and review claims, backcharges, potential claims, and liquidated damages related to issued orders.
  • Manage closeout processes for purchase orders, service orders, subcontracts, and transport service orders; evaluate supplier and subcontractor performance.
  • Handle invoicing and milestone payments.
  • Contribute to procurement reporting and key performance indicators (KPIs).

Qualifications

  • Bachelor's degree in Engineering.
  • Five to ten years of experience in procurement and/or subcontracting within the oil and gas sector.
  • Strong ethical standards and a solid background in procurement activities.
  • In-depth knowledge of commodities and suppliers for services and materials in oil and gas EPC projects.
  • Proficient in using P2P ERP systems such as SAP, Oracle, or equivalent.
  • Experienced in proposal strategy and enhancing proposal success.
  • Skilled in developing and reviewing technical documentation and procurement-related procedures.
  • Excellent communication, interpersonal, and computer skills.
  • Effective planning and organizational abilities.

Additional Information

The contract duration is 12 months with the possibility of extension. The role requires immediate availability. The position emphasizes inclusion and adheres to four Inclusion Gold Standards fostering a culture of inclusivity within the company.
