Key Responsibilities
- Lead and ensure adherence to safety standards across all stages of engineering projects including concept development, FEED, detailed design, and execution.
- Champion the adoption of internal and international health, safety, and environmental (HSE) policies integrated within engineering designs and operational strategies.
- Oversee hazard identification and risk assessment techniques such as HAZID, HAZOP, LOPA, SIL; formulate safety philosophies; and contribute to safety engineering solutions, quantitative risk assessments, fire and explosion analyses, and functional safety lifecycle management.
- Collaborate with cross-disciplinary teams and clients to guarantee regulatory compliance and achieve risk mitigation aligned with ALARP principles and safety performance objectives.
- Provide technical leadership through mentoring junior engineers, reviewing technical deliverables, supporting safety audits and safety case development, and driving continuous improvement of HSE practices.
Quality Assurance & Safety Commitment
- Perform tasks in compliance with established Quality Assurance protocols.
- Maintain personal safety by adhering to occupational health and safety procedures.
- Promote a culture of health, safety, and environmental awareness among team members.
Qualifications & Accreditation
- Bachelor’s degree in Chemical, Process, or Safety Engineering from an accredited university.
- Master’s degree in Safety Engineering, Process Safety, Risk Engineering, or related field is highly preferred.
- Professional chartered status such as CEng or PE is highly desirable.
- Relevant certifications including NEBOSH Diploma (International), TÜV Functional Safety Engineer (IEC 61508 / 61511), memberships in IChemE, IMechE, IOSH (MIOSH/CMIOSH), or Certified Safety Professional (CSP) are advantageous.
Industry Expertise & Experience
- Significant background in HSE and process safety within Oil & Gas (upstream, midstream, downstream), petrochemical, and LNG sectors.
- Experience within engineering design or EPC project environments.
- Demonstrated leadership in large capital projects across FEED, EPC, and brownfield modification phases.
- Proficiency working alongside international clients, regulatory agencies, and multidisciplinary teams.
- Previous involvement as Lead or Principal HSE Engineer on major projects.
Technical Competencies
- Expert knowledge of Process Safety Management (PSM) frameworks including OSHA 29 CFR 1910.119 and CCPS RBPS.
- Advanced hazard identification and risk assessment methodologies: HAZID, HAZOP, LOPA, SIL, Bowtie, QRA.
- Experienced in consequence analysis and risk modeling techniques including vapor cloud explosion, dispersion, and fire radiation analysis using tools such as PHAST and Safeti.
- Functional Safety expertise in Instrumented Protection Systems per IEC 61508/61511 lifecycle.
- Fire and explosion engineering, including designing Passive/Active Fire Protection (PFP/AFP), and familiarity with FERA and EERA methodologies.
- Strong understanding of loss prevention philosophy and design safety principles.
