Inspector - Electrical & Instrumentation (E&I)

Overview

Bureau Veritas International seeks an experienced Offshore Electrical & Instrumentation (E&I) Inspector to join their offshore inspection team. The role is vital in maintaining quality, safety, and compliance during the Integrated Hull, Umbilicals, Risers and Flowlines (IHUC) stages of offshore projects.

Based on the ISND 5-2 Offshore project base, this position is initially set for a 6-month period with potential extensions.

Key Responsibilities

• Lead inspection and testing activities related to electrical, instrumentation, and telecommunications systems for NFXP topside facilities, ensuring alignment with project specifications, company standards, and approved-for-construction (AFC) drawings.
• Represent the company during site inspections of EPC contractors, vendors, and subcontractors involved in electrical and instrument installation.
• Evaluate and authorize procedures and inspection test plans submitted by EPC contractors and vendors.
• Collaborate with EPC contractor quality teams and project departments to monitor quality performance and verify implementation of quality plans and critical interfaces for topside equipment.
• Review AFC work packages and quality documents to confirm compliance of inspection test plans (ITPs) and quality control measures with project specifications.
• Participate actively in weekly QA/QC meetings addressing E&I quality concerns such as closure of quality observation cards (QOCs), corrective action requests (CARs), and non-conformance reports (NCRs).
• Lead weekly flawless project walkdowns, documenting quality concerns and managing closure meetings.
• Coordinate inspection readiness reviews and lead inspection and testing processes with EPC contractors.
• Conduct detailed visual and close inspections of E&I equipment for hazardous area suitability based on IEC 60079-14 and IEC 60079-17 standards.
• Perform receipt inspections of incoming materials including electrical, instrumentation, telecommunication equipment, cables, cable trays/ladders, impulse tubing, fittings, and multi-cable transit (MCT) blocks as per purchase orders and inspection request notes.
• Execute insulation resistance (IR) testing on power/control cables, bus bars, transformers, and motors.
• Witness testing and commissioning activities for field instruments, fire & gas detection devices, building clean agent systems, sounders, manual call points, HIPPS, and VESDA systems.
• Supervise loop and performance testing of control and shutdown loops, including direct/ reverse acting loops, split range, cascade, cause & effect, and interlock verification of fire/gas and emergency shutdown systems.
• Carry out electrical functional tests of motor control center panels, lighting panels, HVAC controls, circuit breakers, air handling units, steam humidifiers, motor run tests, phase sequencing, grounding resistance, earth leakage, and illumination tests.
• Engage in mechanical completion walkdowns, ready-for-startup safety reviews, and identification/management of construction and commissioning punch lists.
• Witness calibration of instruments, metering skid custody transfers, valve seat leak testing, analyzers, and sampling systems.
• Review and approve hazardous area certification documents such as Ex registers, check sheets, and certificates from subcontractors.
• Compile and maintain hazardous area documentation for all topside equipment.
• Commit to adhering strictly to project quality and safety requirements, fostering compliance with company systems.
• Oversee tracking and closure verification of anomalies and non-conformities raised by contractors or subcontractors.
• Conduct construction quality surveillance for materials and preservation and report findings to QA/QC leadership.

Qualifications & Certifications

• A Bachelor’s degree or diploma in Electrical, Instrumentation, or Electronics Engineering.
• Minimum of 15 years’ experience within the oil and gas sector.
• Possession of valid COMPEX certifications (Ex01-Ex04) or IECEX certifications (Ex01, Ex03, Ex04, Ex06, Ex07, and Ex08).
• Hands-on training preferred for cable gland assembly, instrument tube fittings (Swagelok/Parker), cable tray and ladder installations (OGLAEND), and multi-cable transit assembly (ROXTEC or HAWKE).
• Offshore experience and familiarity with Qatar energy sector is highly desirable.
• Prior engagement with oil & gas companies in Qatar is preferred.
• Availability to work in Qatar is advantageous.
