The Government Digital Products (GDP) Team leads digital transformations by crafting software that improves government services for Singaporeans. Within GDP, the Engagement and Case Management Programme (ECMP) builds key applications serving as direct engagement points for residents interacting with government services. Notable applications include FileSG, Signify, PersonaliseSG, CrowdTask SG, and BookingSG.

Key Challenge: Developing FileSG

FileSG is a centralized, secure platform enabling the issuance and distribution of official documents—such as certificates, licenses, letters, and notices—to citizens. It replaces traditional, inefficient channels like physical mail and unencrypted email by providing secure delivery with end-to-end tracking. The goal is to unify document distribution on a single, secure platform, eradicating fragmented agency solutions and creating a seamless digital experience nationwide. The current focus is on enhancing automation and self-service capabilities to facilitate government-wide adoption.

Responsibilities

• Lead the end-to-end architecture and delivery of complex, multi-service features designed for scalability, modularity, and resilience.
• Assess technical trade-offs, produce comprehensive design documentation, and advocate balanced solutions that align product speed with maintainability.
• Identify systemic issues and technical debt; promote refactoring to sustain code health and modularity.
• Drive engineering quality through code and design reviews, encouraging team skill growth.
• Enhance automated testing strategies, encompassing unit, integration, end-to-end, and performance tests, and contribute reusable testing frameworks.
• Advance continuous delivery by adopting CI/CD pipelines, containerization technologies, and infrastructure-as-code for reliable deployments.
• Explore and integrate generative AI tools to streamline workflows, including documentation automation and accelerated code reviews, ensuring accuracy.
• Prioritize system uptime, security, data integrity, and low latency in all feature designs.
• Develop and maintain monitoring, alerting, and observability dashboards to detect issues preemptively.
• Serve as a technical lead during production incidents by promptly diagnosing and resolving complex cross-component problems and leading blameless post-incident reviews.
• Collaborate closely with Product Managers, Designers, and Tech Leads to shape roadmaps and devise elegant solutions for complex user needs.
• Translate product objectives into detailed engineering plans with clear, prioritized tasks.
• Mentor mid-level and junior engineers, fostering their architectural understanding and domain expertise through technical reviews.

Requirements

• At least 5 years of experience building, scaling, and delivering production-grade web applications, mainly strong backend systems.
• Demonstrated success as a senior technical contributor or anchor within agile teams.
• Proven experience designing, architecting, and managing scalable distributed systems, preferably multi-tenant SaaS platforms or enterprise applications.
• Technical expertise in Node.js and TypeScript with production-hardened implementations.
• Proficient in developing web frontends and robust APIs using React or Next.js.
• Solid knowledge of cloud infrastructure (ideally AWS), containerization (Docker), and modern CI/CD pipeline setup or operations.
• Strong commitment to comprehensive automated testing and rigorous architectural reviews.
• Interest or prior exposure to generative AI technologies and embedding AI-driven features in products is highly favorable.
• Excellent ability to balance pragmatic architectural decisions under evolving constraints and clearly communicate complex designs to diverse stakeholders.
