About the Role

As a Senior Cost Manager within Property Operations, you will play a vital role shaping financial decisions and commercial strategy across our global capital projects. This role involves collaboration with various skilled professionals and stakeholders to maximize investment value, ensure governance, and advance cost planning frameworks.
Key Responsibilities
- Lead commercial and cost planning activities across Primark's international capital program, spanning from property acquisition to construction start-up, to maximize investment returns.
- Conduct commercial due diligence and feasibility studies for new property ventures, develop detailed cost plans, assess risks, and assist decision-making relating to investments globally.
- Maintain and enhance Primark’s cost planning and benchmarking tools, including global cost models, market data, and cost databases to improve forecasting and investment optimization.
- Implement and supervise commercial governance processes such as cost control measures, reporting standards, review gates, and approval workflows ensuring robust financial oversight.
- Lead and manage external Quantity Surveying and Cost Consultancy partners, promoting performance, consistency, innovation, and accountability across international locations.
- Collaborate closely with senior stakeholders in Property, Construction, Procurement, Finance, and other areas to influence strategic investments and identify opportunities for cost savings and increased commercial value.
Qualifications and Experience
- Possess a Degree in Quantity Surveying and hold Chartered MRICS accreditation with extensive experience in Quantity Surveying, Commercial Management, or Cost Consultancy roles.
- Demonstrate comprehensive expertise in financial, commercial, and cost management with a successful history of adding value to complex capital programmes.
- Proven leadership and stakeholder engagement skills with a capacity to influence senior leadership using insightful, data-driven commercial analysis.
- Experience directing external Quantity Surveying, Cost Consultancy, and professional services providers to deliver quality outcomes and commercial benefits.
- Background in retail, commercial, or multi-site property sectors, ideally within organizations operating internationally or in multiple markets.
- Track record in developing cost benchmarking methods, commercial governance frameworks, and strategic investment plans with additional knowledge of procurement practices; project management certifications are advantageous.
