Senior Cost Control Manager

Position Overview

We are looking for a highly experienced Senior Cost Control Manager to lead and standardize cost control processes, forecasting, reporting, and overall performance management within Power and Oil & Gas EPC projects. The role is based in Doha, Qatar, reporting directly to the Project Controls Director.

Experience and Expertise Required

• At least 15 years of proven experience in Cost Control and Project Controls roles.
• Demonstrated success working on large-scale or mega EPC projects in sectors such as Power, Oil & Gas, or the broader Energy industry.
• Expertise in budgeting, cost forecasting, Estimate At Completion (EAC), Estimate To Complete (ETC), commitments, accruals, cash flow management, and comprehensive cost reporting.
• Experienced in overseeing cost control on multiple projects or portfolios simultaneously.
• Strong understanding of EPC contracts including management of variations, change orders, claims, and assessing cost impacts.
• Leadership experience mentoring and guiding Cost Control Managers and Cost Engineers.
• Proficiency with ERP or cost management software, ideally SAP.

Major Responsibilities

• Implement and maintain cost control procedures, standards, Cost Breakdown Structures (CBS), and reporting frameworks across EPC projects.
• Lead budget preparation, establish cost baselines, oversee forecasting, EAC/ETC, cash flow management, and perform variance analyses.
• Continuously track cost performance across a portfolio of Power and Oil & Gas EPC projects.
• Critically review and challenge project forecasts, commitments, accruals, worker productivity, and identify cost-related risks.
• Manage and govern contract variations, change orders, claims, and evaluate their cost consequences.
• Prepare, review, and present monthly cost reports, interactive dashboards, forecast summaries, and high-level executive summaries.
• Ensure that all cost data is accurate, transparent, audit-compliant, and aligns with contractual stipulations.
• Provide leadership, mentorship, and professional development support to the Cost Control team including managers and engineers.
• Collaborate closely with Project Management, Commercial, Contracts, Procurement, Finance, and Executive leadership teams.

Educational and Certification Requirements

• Bachelor’s degree in Engineering, Quantity Surveying, Project Controls, or a related field.
• Professional certifications such as AACE, CCP, PMP, or equivalents are advantageous.

Preferred Industry Background

• Experience with Oil & Gas EPC projects.
• Background in Power Plant or Power Generation EPC projects.
• Work on Energy and Infrastructure projects.
• Involvement in large-scale or mega EPC projects.
• Expertise in managing cost control over multiple projects or project portfolios.
• Familiarity with EPC contract and commercial environments.
