Job description
Job Overview and Qualifications
We are seeking an experienced Proposal Manager specializing in Electrical & Instrumentation (E&I) to join our team in Lusail, Qatar. The ideal candidate must hold a Bachelor's degree in Mechanical Engineering and have 10 to 15 years of progressive experience managing proposals within mechanical EPC projects. This role demands a comprehensive understanding of technical specifications, accurate estimation, and proficient tender submission protocols.
Technical Expertise
- Extensive knowledge of equipment installation, piping systems, tanks, pressure vessels, rotating and static equipment, painting, insulation, and activities spanning testing, pre-commissioning, and mechanical completion.
- Proficiency in quantity take-off, interpreting technical drawings and specifications, construction methodologies, adherence to productivity norms, resource allocation, and subcontracting processes.
- Detailed awareness of indirect cost estimation covering staffing, plant, temporary facilities, consumables, MSEs, and logistics.
- Strong grasp of EPC project life cycles, tendering procedures, commercial assessments, and contract conditions.
- Familiarity with the energy, utilities, oil & gas, industrial, petrochemical, LNG, power, and infrastructure sectors.
Project Coordination and Risk Management
- Proven skill in leading multidisciplinary teams during bid preparation and overseeing tender execution.
- Capability to assess and mitigate technical, commercial, contractual, and execution-related risks associated with tender opportunities.
- Experience coordinating efforts among engineering, procurement, construction, planning, commercial, and project controls departments.
Leadership and Communication
- Demonstrated analytical problem-solving skills and the ability to formulate competitive bidding strategies.
- Exceptional stakeholder engagement aptitude, including interactions with clients, joint venture collaborators, subcontractors, suppliers, and consultants.
- Proficiency in delivering presentations, preparing reports, and effective communication in English.
- Ability to handle multiple simultaneous bids while adhering to strict submission deadlines.
Additional Requirements
- Ability to perform under pressure in a dynamic, deadline-driven environment.
- Willingness to travel internationally for client meetings, site evaluations, pre-bid conferences, and business development engagements as necessary.
- Exemplary professionalism, integrity, accountability, and dedication to the preparation of high-quality tender submissions.
