Project Services Manager

About the Role

We are seeking a seasoned Project Services Manager to oversee various project services including planning, cost control, estimating, document management, risk handling, and logistics for complex onshore and offshore projects within the Oil & Gas sector based in Qatar.

Key Responsibilities

• Lead and coordinate efforts in project planning, cost control, estimating, document oversight, and logistics management.
• Develop, update, and integrate comprehensive project schedules along with conducting schedule-risk assessments.
• Administer project budgets, forecasting, evaluation of cost risks, Earned Value Management (EVM), and variance analysis.
• Maintain and update registers related to project risks, potential opportunities, issues, and non-conformances.
• Generate detailed project performance reports and dashboards including aspects of cost, schedule adherence, risk evaluation, and delivery progress.
• Analyze and assess how modifications impact project cost, timeline, resources, and risks.
• Coordinate activities seamlessly across engineering, procurement, construction departments, Project Management Office (PMO), vendors, and subcontractors.
• Lead and mentor project services teams comprising multidisciplinary professionals.
• Drive continuous improvement initiatives for project control processes, reporting standards, and governance practices.

Candidate Requirements

• A bachelor’s degree in Engineering, Project Management, or a related field.
• At least seven years of relevant experience in project services, controls, or management roles.
• A minimum of three years’ experience in leading or supervising teams.
• Proven expertise in planning, scheduling, cost control, forecasting, change management, and risk analysis.
• Background working on complex projects in Oil & Gas, energy, EPC, offshore, pipeline, or capital projects.
• Advanced skills in Primavera P6, Microsoft Project, Excel, or comparable project control software.
• Familiarity with Monte Carlo simulation, sensitivity analysis, and Earned Value Management is desirable.
• Possession of professional certifications such as PMP, CCP, PSP, or their equivalents is a plus.
