About the Role
The Cost Control Lead will direct the allocation, planning, and oversight of project costs across all stages to ensure thorough expenditure management. This role demands the development and revision of cost control procedures that align with evolving business needs throughout project phases.
Key Responsibilities
- Maintain confidence in project cost estimates by employing detailed cost planning models, performing comprehensive analyses, and generating accurate reports to support project lifecycle management.
- Recommend and implement improvements in cost control processes to adapt to changing business requirements.
- Establish and uphold standardized procedures, guidelines, and reporting mechanisms for uniform cost control across projects.
- Lead cost data management activities ensuring precise compilation, validation, and dissemination of cost information across all contracts.
- Provide insightful cost analyses to Project Management teams facilitating sound financial decisions and transparency.
- Guide project teams in standardized cost control processes including value of work done (VOWD) reporting, forecast revisions, change order management, contingency planning, and expenditure allocations.
- Review and validate contractor invoicing against payment milestones and project deliverables.
- Assist in preparing submissions for funding packages, including documentation such as Estimate Basis, Estimate Confidence Packages, Advance Commitments, and Full Funding applications.
- Ensure rightful fund allocation and execute budget transfers efficiently.
- Develop and maintain Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS) consistent with project scope and reporting requirements.
- Oversee cost performance and compliance of FEED and EPC contractors related to cost control plans.
- Evaluate contractor deliverables including VOWD reports, trend analyses, and Earned Value Management assessments, recommending corrective strategies when required.
- Identify potential cost risks early and collaborate with leadership to devise and execute cost recovery and mitigation plans.
- Monitor project commitments vis-à-vis approved budgets, assuring submission, review, and approval of change orders per contractual and management standards.
- Support tender evaluations for FEED and EPC phases by formulating evaluation plans, coordinating bid reviews, and managing approval protocols.
- Offer cost control consultation to Procurement and Contracts departments, ensuring effective WBS and CBS allocation for commitments and contract spending.
- Work Location initially is in Doha with a planned move to a site office in Ras Laffan, roughly one hour from Doha.
Required Qualifications and Experience
- Bachelor's Degree in Finance, Engineering, Accounting, Business Administration, or a related field.
- A minimum of 8 years' experience in cost control and cost management within large-scale oil and gas capital projects.
- Demonstrated expertise in cost estimating, forecasting, allocation, planning, budgeting, and reporting within project controls.
- Strong grasp of project controls principles, methodologies, and best practices.
- Exposure to EPC lump-sum contract environments supporting major capital projects.
- Experience operating within multicultural, multilingual project settings involving extensive subcontractor coordination.
- Hands-on experience with ERP systems, project management tools, and project controls software.
