Job description
Position Overview
We are seeking an experienced Cost Control Section Head to lead and oversee financial management practices within large-scale projects. This role demands a strategic approach to cost control, comprehensive analysis of financial data, and collaboration with various teams to enhance profitability and efficiency.
Key Duties and Responsibilities
- Design and institute effective cost control policies and procedures to manage finances robustly.
- Analyze financial metrics for identifying potential savings and enhancing profit margins.
- Compile and deliver detailed financial reports, budget forecasts, and variance analyses to top management.
- Liaise with project managers and heads of departments to monitor and regulate project expenditures.
- Authorize purchase orders, invoices, and expense statements aligned with organizational policies and budgetary constraints.
- Conduct thorough audits of financial documentation and protocols to detect and correct inconsistencies.
- Provide training and guidance to cost control personnel ensuring strong grasp of procedures and processes.
- Work jointly with diverse teams in initiating cost reduction measures and boosting operational effectiveness.
- Lead the study, examination, and evaluation of claims and variations related to projects.
- Maintain awareness of industry developments, regulatory requirements, and best practices in cost control and financial analysis.
- Offer expert advice and assistance to the finance team regarding cost control challenges.
- Ensure adherence to Hill International’s policies on quality, environmental safety, and occupational health throughout employment.
- Fulfill any additional tasks assigned by supervisors promptly and efficiently.
Required Qualifications and Experience
- Bachelor’s degree in engineering from a recognized university.
- At least twenty years of expertise in cost control, including leadership as a cost manager on major projects.
- Proven skills in executing, overseeing, and assessing cost engineering activities such as estimating, control, financial reporting, and analysis both on-site and at headquarters.
- Demonstrated competence in independently planning, organizing, performing, reviewing, and presenting cost engineering and estimating deliverables with minimal supervision using high-level technical knowledge.
- Strong verbal and written communication capabilities.
- In-depth understanding of engineering, procurement, contractual agreements, construction, and startup operations.
- Significant experience in preparing reliable project cash flow forecasts.
