Position Overview

The Procurement Specialist is accountable for overseeing all procurement activities related to contractors, ensuring that materials and procurements comply with EPC contract requirements, are cost-efficient, timely, and adhere to company policies and contractor obligations.

Role Context and Main Challenges

  • Ensure that LLI Vendors and EPC Contractor maintain a feasible and strong Procurement Schedule that respects the "like for like" principle and aligns with the overall project construction timeline, considering the procurement process from Request for Quotation (RFQ) to delivery at the site.
  • Assist the EPC Contractor in prioritizing fabrication activities and coordinating supplier requests to prevent fabrication line overloads.

Primary Responsibilities

  • Collaborate with the Project Management Team (PMT) to confirm procurement requirements, objectives, and priorities.
  • Oversee the identification and procurement of Long Lead Items (LLI), including preparation of Invitation to Tender (ITT) documents, managing the tender process alongside Supply, PMT, P&D, and legal teams, bid evaluations, and managing agreements until assignment to the EPC Contractor.
  • Ensure adherence to project procurement procedures, review and approve contractor procurement protocols.
  • Formulate and implement comprehensive and individual Procurement Plans to support project goals, including plans for spare parts and bulk materials procurement, as well as Closeout and Materials Reconciliation strategies.
  • Communicate progress and challenges of procurement activities with PMT, providing schedule and cost reports and suggesting mitigation approaches as needed.
  • Supervise contractor procurement activities for project stages Gates 3–5, ensuring compliance with established procedures.
  • Scrutinize contractor purchasing and contracting documents for alignment with company requirements, including contract terms and conditions.
  • Ensure contractor adherence to company ethics and information security policies, verifying the quality of procurement documentation.
  • Oversee effective utilization of the contractor's materials management system and coordinate acquisition of spare parts to meet project demands.
  • Monitor contractor expediting workflows and report any schedule delays promptly.

Qualifications

  • Bachelor’s degree in fields such as Business, Accounting, Commerce, Marketing, Sciences, Engineering, Project Management, Supply Chain Management, Law, Communication, Technology, Mathematics, or Statistics, or related disciplines.

Knowledge and Experience

  • A minimum of 8 years experience in a business-related area, including at least 4 years in the Oil & Gas sector.
  • Proven knowledge of procurement best practices.
  • Thorough understanding of the procurement market and principal vendors specific to the oil and gas industry.
