Job description
Job Purpose
Lead and oversee all contractor procurement activities for the onshore project, ensuring procurement and materials meet EPC contract requirements, are cost-effective, timely, and align with company policies and contractor compliance.
Key Responsibilities
- Ensure LLI vendors and EPC contractor have a realistic and achievable procurement schedule supporting overall project construction timelines, considering the entire procurement cycle from RFQ through delivery to site.
- Support EPC contractor in prioritizing fabrication tasks and coordinate supplier requests to prevent overloading fabrication lines.
- Establish strong alignment with Project Management Team (PMT) on procurement needs, objectives, and requirements.
- Manage procurement of Long Lead Items (LLI) including preparing Invitation to Tender (ITT) packages, coordinating tender processes with company supply, PMT and legal teams, evaluating bids, and administering agreements until EPC contractor assignment.
- Ensure adherence to project procurement processes and develop coordination procedures as needed.
- Review and endorse contractor procurement procedures and processes.
- Create and implement Procurement Plans that align with project goals, including parts and bulk material purchasing plans.
- Develop plans for project closeout and materials reconciliation.
- Maintain communication with PMT about procurement progress, issues, and mitigation strategies.
- Oversee contractor procurement activities for Gates 3–5 ensuring compliance with approved procedures and contract terms.
- Review and amend contractor purchasing and contracting documents to ensure company requirements and contract terms are met.
- Assess contractor compliance with company business ethics and governance policies, particularly regarding information brokering prevention and procurement document quality.
- Ensure efficient use of contractor's materials management system and coordinate spare parts procurement.
- Verify timely receipt of required materials and spare parts lists for the project.
Person Specification
- Bachelor's degree in Business, Accounting, Commercial, Engineering, Project Management, or Supply Chain Management.
- At least 8 years of comprehensive contract and procurement management experience on major oil and gas projects including a minimum of 1 year in a supervisory role or overseeing service/vendor personnel.
- Strong understanding of procurement best practices and in-depth knowledge of oil and gas industry procurement markets and key vendors.
- Excellent proficiency in both written and spoken English.
- Advanced computer skills.
- Ability to work independently with a results-driven approach while managing multiple diverse tasks.
