Application Development Officer – Oracle HRMS

About the Role

We are looking to recruit a skilled Application Development Officer specializing in Oracle HRMS, based in Doha, Qatar. This permanent position reports to the Head of Enterprise Solutions and offers relocation assistance for successful candidates. The role demands a hands-on approach, combining advanced technical skills in Oracle E-Business Suite R12.2.x HRMS with a solid understanding of functional HR processes including Core HR, Payroll, and Oracle Time & Labor (OTL). The selected individual will collaborate closely with HR, Payroll, and other functions to develop, improve, and maintain important enterprise applications.

Key Responsibilities

• Develop, customize, enhance, and maintain Oracle EBS R12.2.x HRMS modules using PL/SQL, Oracle Application Framework (OAF), Oracle Workflow, XML Publisher, and Fast Formula tools.
• Deliver hands-on techno-functional support for Core HR, Payroll, and OTL modules, working closely with payroll teams during monthly cycles to quickly resolve production issues.
• Assess business needs and convert them into Oracle-specific technical solutions including custom workflows, reports, and application changes.
• Support and troubleshoot integrations and ensure dependable data exchange between HRMS, Finance, Supply Chain Management, and external systems, including debugging and testing.
• Maintain compliance with data security standards, corporate governance, and technical guidelines, documenting all developments while coordinating with business and technology stakeholders.

Candidate Profile

• Holder of a Bachelor's degree in Computer Engineering or a comparable technical field from a recognized university.
• At least 8 years of combined technical and functional experience with Oracle E-Business Suite R12.2.x HRMS, particularly in Core HR, Payroll, and OTL.
• Proven expertise in PL/SQL programming, Oracle Application Framework development, and Oracle Workflow for customization and application support.
• Deep practical knowledge of Oracle HR and Payroll procedures, skilled in XML Publisher and Fast Formula, with excellent analytical abilities and strong communication and stakeholder relationship skills.
• Recent hands-on involvement with the specified Oracle technologies is essential; proficiency in English is required while Arabic language skills and experience in the Qatar or broader GCC region are considered advantages.
