Role Overview
We are seeking a seasoned Technical Director to lead and manage the tender delivery phase for the MetroLink Dublin project. This role serves as Egis' senior technical and managerial authority within the bidding contractor or joint venture. Responsibilities include bid leadership, governance, programme oversight, and technical integration with emphasis on systems, MEP, and station integration of an underground automated metro system. Upon contract award, the role will transition into overall project delivery leadership.
Core Responsibilities
- Lead Egis' project directorship for the MetroLink tender, overseeing planning, coordination, governance, and timely submission of all Egis tender elements.
- Develop and manage the bid execution plan covering scope, responsibilities, approvals, schedule, and interface management.
- Ensure compliance with client specifications, tender documents, evaluation criteria, and regulatory obligations within Ireland.
- Provide senior technical leadership for systems and MEP design including stations, depot, trackside systems, and integration with civil and architectural elements.
- Define technical strategies, assumptions, methodologies, and standards aligning with automated metro requirements and best practices.
- Serve as the ultimate technical authority for Egis bid submissions, ensuring clarity, robustness, and competitiveness.
- Represent Egis at senior level within joint venture or contractor bidding teams, harmonizing scope, resources, risk allocation, and delivery strategies.
- Manage interfaces, dependencies, and shared risks proactively to present a cohesive bid.
- Lead the tender schedule, ensuring deliverables meet quality and timeline targets.
- Oversee resource allocation, fee management, and cost control for Egis’ tender responsibilities.
- Identify, assess, and mitigate technical, programme, and delivery risks contributing to the bid risk register.
- Support value engineering, option evaluation, and lifecycle cost optimization initiatives.
- Implement quality management and assurance protocols throughout the bidding stage.
- Ensure thorough review, verification, and authorization of all technical outputs prior to submission.
- Prepare and conduct internal and joint venture gate and assurance reviews.
- Engage with clients and key stakeholders as the senior technical liaison during the tender phase.
- Assist with clarification requests, technical presentations, and interviews to reinforce Egis’ leadership credibility.
- Integrate sustainability, decarbonisation, digital engineering, and innovation elements into the bid solution.
- Promote whole-life asset performance, resilience, and operational efficiency aligned with project goals.
- Upon contract award, oversee structured transition from bidding to execution, maintaining design intent, risk management, and system integration through all project phases.
Required Qualifications and Experience
- A degree in Engineering, Architecture, Construction Management, or a related technical field.
- Postgraduate qualifications in Engineering, Business, Project Management, or similar are desirable.
- Chartered Engineer status or an equivalent professional accreditation preferred.
- Project management certification (such as PMP or PRINCE2) is advantageous.
- Proven leadership experience as Project Director, Design Director, or Senior Project Manager on significant rail or metro infrastructure projects.
- Strong expertise in systems and MEP integration for underground transit facilities.
- Experience leading tender delivery phases for major Design & Build or PPP projects.
- Familiarity with joint venture or alliance delivery models.
- Comprehensive knowledge of automated metro technologies including signalling, traction power, communications, and building services.
- Experience within regulated environments and understanding of Irish or UK rail and building standards is highly recommended.
