About the Role

The Senior Policy Analyst role within the Cost Recovery Directorate at the Ministry for Primary Industries (MPI) in Wellington is a permanent, full-time position focused on leading policy initiatives that support sustainable service delivery to protect New Zealand's primary industries. This position involves shaping cost recovery settings to be fair, effective, and fit for purpose across diverse regulatory systems like biosecurity, food safety, and fisheries.

Key Responsibilities

  • Direct major policy reforms related to cost recovery including reviews and initiatives.
  • Offer strategic guidance on complex cost recovery policy matters.
  • Establish and maintain trusted relationships internally and with external stakeholders.
  • Provide coaching, mentorship, and quality assurance to policy analysts.
  • Create guidance materials to standardize cost recovery practices.
  • Identify opportunities for simplifying and improving cost recovery frameworks.
  • Employ critical thinking to tackle complex policy challenges and enhance processes.

Candidate Profile

The ideal candidate will possess substantial public sector experience with strong knowledge of regulatory policy processes and the confidence to independently manage intricate projects. Numerical competence is essential, with preference for candidates having experience in fee and price-setting. Excellent communication, collaborative nature, political awareness, and a proactive attitude are highly valued. Mentoring ability and experience working in ambiguous environments will also be important.

  • Extensive experience in government and regulatory policy development.
  • Understanding or experience with economic fee and price setting.
  • Strong analytical thinking and problem-solving capabilities.
  • Proven expertise in giving clear, practical policy advice.

  • Experience in leading, coaching, or mentoring teams.

About the Team

The Cost Recovery Policy and Performance team is part of MPI's Corporate Branch, working closely with the Costing and Modelling team. The team is small, supportive, and collaborative, ensuring that MPI's charging frameworks remain fair and effective while delivering meaningful outcomes for New Zealand's primary sectors.
