Analyst Spatial Intelligence

About the Role

Join the Spatial Intelligence team at the Ministry for Primary Industries to deliver insightful spatial data analysis supporting critical organisational decisions. This permanent, full-time position offers an opportunity to undertake imagery analysis, develop spatial workflows, and provide expert advice to key programmes such as the Emissions Trading Scheme (ETS) for forestry, land use, forestry investments, biosecurity readiness and response, and fisheries. You will engage with new spatial initiatives across the Ministry leveraging your Geographic Information System (GIS) expertise.

The main focus will be assisting with the ETS for forestry, including conducting land eligibility evaluations, performing peer reviews, workflow design, policy guidance, and data analytics.

Key Responsibilities

• Utilize GIS technology and spatial analysis techniques to support forestry and broader primary industry initiatives.
• Interpret and apply pertinent legislative, policy, and regulatory frameworks.
• Evaluate ETS applications accurately and estimate processing timelines.
• Develop and implement innovative technical solutions such as scripting, automation, and web-based tools to enhance data utilization and analysis.
• Exercise independent judgment, critical thinking, and problem-solving skills to generate high-quality maps, reports, and spatial analyses.
• Maintain and manage GIS datasets to underpin spatial intelligence efforts.
• Continuously enhance existing processes and tools for improved efficiency.
• Conduct peer reviews of spatial products and analytical methods.
• Establish and nurture strong collaborative relationships with internal and external stakeholders.

Location

This position can be based in Tauranga, Wellington, Gisborne, or Rotorua.

Candidate Profile

The ideal applicant will be a graduate or an intermediate GIS analyst with a few years of practical experience using the ESRI software family, particularly ArcGIS Pro.

Success in this role requires the ability to:

• Apply advanced geospatial methodologies to map and analyze forestry and ETS-related data.
• Diligently review, synthesize, and interpret information from multiple sources to guide decisions.
• Demonstrate familiarity with Python, R, SQL, and/or FME for data processing and automation.
• Interpret aerial photographs, ground-level images, and multispectral satellite data.
• Identify potential risks, challenges, and present options along with feasible solutions.
• Make informed, independent decisions within defined frameworks and guidelines.
• Translate business requirements into actionable and meaningful project outcomes.
• Contribute positively within a supportive team culture that values openness, empathy, tolerance, and collaboration.
