Job description
Role Overview
The Senior Officer, Contracts is responsible for compiling and preparing precise documentation, coordinating tendering and contract services, while optimizing the use of available systems aligned with the organization's standards, policies, and procedures.
Key Responsibilities
- Manage the entire tender process, beginning from Expression of Interest to Agreement distribution for all Company-related contracts concerning works and services.
- Maintain tender process timelines and coordinate with Contracts Engineers and end-users on contract statuses, responding to queries to ensure service continuity.
- Update and maintain communication templates, tender documents, and tender board submissions; coordinate and prepare tender documents according to user specifications and comply with Company procedures for tender invitations.
- Organize third-party site visits, including issuing Letters of Assistance, coordinating with bidders and end-users, and supporting bidders with online submission issues.
- Arrange technical bid openings and forward bids for detailed review.
- Organize commercial bid openings and prepare price comparisons for bids received.
- Facilitate agreement signing processes, including document preparation, review, initialling by users, obtaining contractor and management signatures, and final document distribution.
- Follow up with Finance, Insurance, and Contractors regarding bank guarantees and insurance document submissions.
- Liaise with users and bidders to upload relevant documentation to designated systems and report IT technical issues as needed.
- Generate various computer-based reports to update management on pending activities regarding offers, evaluations, and clarifications.
- Maintain up-to-date tender statuses within the system to provide accurate management reporting.
- Plan, supervise, and coordinate activities within the assigned area to meet functional goals; provide training and development to assigned staff for competency in job roles.
- Assist in preparing departmental budgets, implement approved budgets and work plans, and monitor variances to ensure performance and cost control.
- Implement approved policies, systems, processes, procedures, and standards aligned with company and international benchmarks.
- Contribute to meeting performance objectives according to the company’s performance framework.
- Design and deploy innovative tools and processes to enhance operational quality and efficiency; identify process improvements for better internal practice alignment.
- Adhere to health, safety, environment (HSE), and sustainability policies, procedures, legislation, and guidelines in line with international standards and company code of practices.
- Provide input for section management information systems (MIS) and progress reports for company management.
- Maintain communications and coordinate internally with managers, peers, and employees, and externally with consultants, third-party service providers, and government agencies as necessary.
Qualifications and Experience
- Bachelor's degree in Administration or a related field.
- A minimum of 8 years of experience in tendering and contract management within substantial industrial organizations, preferably in the Oil and Gas sector.
- Strong understanding of the tendering process, including technical and commercial bid evaluation.
- Proven ability to manage contractual and commercial activities effectively.
- Excellent interpersonal skills for engaging with contractors and business clients.
- Knowledge of UAE laws and regulations relevant to the role.
