Senior Material Engineer

About the Role

Join Parsons in Qatar as a Senior Material Engineer and play a key role in overseeing the review, approval, inspection, and testing of construction materials for a major roads, infrastructure, and drainage program. This extensive project covers roads, utilities, earthworks, ground improvement, deep drainage systems, microtunnelling, pump stations, attenuation tanks, emergency flood areas, rising mains, and related structures.

Key Responsibilities

• Lead the materials engineering function on the consultant side, managing material approvals, inspections, and testing across multiple work packages.
• Review contractors’ material submissions to ensure compliance with approved vendor lists, contract specifications, drawings, standards, and authority requirements.
• Validate that materials meet project criteria and prioritize the use of compliant local materials when available.
• Evaluate material-related method statements, inspection and test plans, sampling procedures, testing frequencies, inspection requests, and supporting technical documents.
• Coordinate and witness material sampling, laboratory and field testing, factory acceptance testing (FAT), and site acceptance testing (SAT) as per contract requirements.
• Ensure inspections and testing occur at required frequencies and verify conformity of results with contract standards.
• Analyze test outcomes and technical data for materials used in roads, pavements, earthworks, engineered fill, ground improvement, drainage, utilities, microtunnelling, pump stations, attenuation tanks, and other structures.
• Collaborate with quality managers, resident engineers, discipline engineers, inspectors, laboratories, contractors, and suppliers on material approvals and related technical matters.
• Monitor approved testing laboratories’ performance, documentation, and reporting to ensure completeness, traceability, and proper maintenance of records.
• Detect non-compliant materials or testing procedures, propose corrective actions, and assist in issuing and closing non-conformance reports and corrective action requests.
• Maintain detailed materials documentation including approval registers, testing schedules, inspection records, and test result trackers for reporting and project handover purposes.
• Contribute material-related inputs to quality reports, KPI monitoring, and management reviews, focusing on submittal statuses, testing activities, FAT and SAT operations.
• Conduct site and supplier inspections to verify material sourcing, storage, handling, production, and compliance with approved submissions.
• Provide specialized technical guidance on material selection, acceptance criteria, test interpretations, and corrective suggestions to the project supervision team.
• Assist project close-out and handover by confirming completeness of materials test reports and relevant quality records.

Required Qualifications and Experience

• Bachelor’s degree in Civil Engineering, Materials Engineering, or a closely related engineering discipline.
• Over 14 years of professional experience post-graduation, including a minimum of 7 years in a similar senior materials engineering capacity.
• Professional experience within the Middle East region is mandatory.
• Proven track record working for engineering consultants or as an Engineer’s Representative on construction supervision for major roads, infrastructure, and drainage projects.
• Extensive expertise reviewing material submittals, approved vendor criteria, inspection and test plans, testing schedules, laboratory results, FAT and SAT documentation.
• Familiarity with materials related to roads, pavements, earthworks, ground improvement, drainage systems, utilities, concrete structures, mechanical and electrical infrastructure.
• Strong understanding of field and laboratory testing methods, material acceptance standards, quality record maintenance, and non-conformance management.
• Comprehensive knowledge of Qatar Construction Specifications, contract documents, and applicable project standards.
• Ability to independently manage a specialized materials engineering function and undertake complex assignments applying expert principles.
• Professional registration or chartered engineer status is preferred.
• Mandatory MME engineering certification for personnel working under the contract; overseas recruits must obtain certification within six months of deployment.
• Fluent communication skills in English, including proficient technical report writing, correspondence, and presentations.
• Complete computer literacy with experience using engineering, quality assurance, reporting, document management, and project information systems.
