Electrical Engineer

Project Overview

This Electrical Engineer role supports the design-build of the new U.S. Embassy Compound in Doha, Qatar, situated on a five-hectare site in a newly designated diplomatic zone. The 49-month project, awarded to American International Contractors Inc., includes multiple buildings such as the New Office Building, various Compound Access Controls, support and recreational facilities, parking structures, and residential areas for Marine Security Guards. The campus is designed with distinct zones for representational, recreational, residential, and service functions, integrating flexible space for daily use and larger events.

Key Responsibilities

• Conduct technical inspections of electrical installations to ensure quality and adherence to specifications.
• Support the Office of Overseas Buildings Operations (OBO) and project team in ensuring contract compliance and project delivery.
• Verify contractor's adherence to design and construction documents via on-site observations.
• Perform quality assurance duties, oversee corrective actions, and review submittals for contract conformance.
• Monitor contractor's quality control and safety programs consistently.
• Track construction progress aligned with schedule and submit weekly progress reports with technical recommendations.
• Review and respond to engineering-related RFIs and submittal substitutions, recommending actions to the Project Director.
• Coordinate development of Independent Government Estimates for project modifications and change orders.
• Analyze design calculations and data from an engineering perspective for accuracy and feasibility.
• Prepare monthly reports summarizing project status focusing on engineering components.
• Evaluate contractor claims such as Requests for Equitable Adjustment and provide written recommendations.
• Perform any additional duties assigned by the Project Director connected to project success.

Qualifications and Requirements

• Bachelor's degree or higher in Electrical Engineering from an accredited program with a minimum of seven years' experience in on-site vertical construction projects; design office experience not considered.
• Professional Engineering (PE) license can substitute degree requirement.
• Preferred overseas construction experience.
• Must hold at least a Final Secret, Interim Top Secret, or Final Top Secret security clearance from the Defense Security Service before consideration.
• Proficient knowledge of International Codes relevant to electrical engineering.
• Experience with both high and low voltage electrical systems, telephone and fire alarm systems is desirable.
• Ability to read and interpret construction drawings, design narratives, and calculations effectively.
• Competency in reviewing engineering shop drawings and confirming contractor compliance with design parameters.
• Strong understanding of electrical engineering principles and interdisciplinary coordination within construction projects.

Additional Information

Clearance Requirements: This position requires U.S. citizenship and a U.S. government security clearance at the Secret level with Top Secret eligibility due to the nature of government contracting.

Travel: Position involves travel obligations.
