Position Overview
The Senior Cost Manager, reporting to the Cost Management Lead, is responsible for executing comprehensive budgeting, procurement, and cost control activities on projects. This role is pivotal in developing cost management processes, overseeing procurement stages, ensuring compliance with industry standards, and fostering collaboration among project teams. It demands vigilance in safeguarding public funds and transparent financial governance.
Key Responsibilities
- Establish and enforce cost control mechanisms to manage budgets, expenditures, and forecasts effectively.
- Compile and monitor project budgets aligning with financial targets and project goals.
- Lead procurement processes from prequalification through contract preparation with precision and compliance.
- Supervise tender preparation and evaluation ensuring accuracy and adherence to project needs.
- Produce in-depth cost reports with actionable insights for senior leadership to optimize expenses.
- Coordinate with leads in Cost Estimating, Scheduling, Scope & Benefits, and Systems Implementation for unified project execution.
- Partner with project managers and stakeholders to set cost objectives and track progress systematically.
- Identify cost risks and formulate mitigation strategies to minimize financial exposure.
- Conduct detailed cost analysis supporting recommendations for cost reduction initiatives.
- Monitor cost variances and contract cash flow vigilantly, ensuring timely and accurate applications.
- Maintain compliance with relevant regulatory and financial standards across cost management activities.
- Innovate and implement continuous improvements leveraging industry best practices.
- Mentor junior team members, delegating tasks to enhance effectiveness in cost management.
- Undertake additional assigned responsibilities integral to the role.
Essential Qualifications and Experience
- At least 7 years of experience in construction cost management, quantity surveying, or relevant contractor/developer roles.
- Proven expertise managing costs on complex, high-value metro rail or similarly scaled infrastructure projects.
- Experience delivering cost management support in major project environments, ensuring attainment of project goals.
- Strong capability in conceptual budgeting, risk identification, scheduling, planning, design, and cost estimating during various project phases.
- Demonstrated effectiveness working with diverse stakeholders at multiple levels to influence process improvements and project delivery.
- Industry experience within rail or related sectors.
- Sound knowledge of industry regulations, standards, and compliance pertaining to financial practices.
Technical Skills
- Proficiency in budgeting, cost control, and financial reporting principles.
- Understanding of project management fundamentals including planning, scheduling, estimating, and resource allocation.
- Capability to analyze financial and project data, identifying patterns to inform decisions.
- Excellent communication skills fostering clear engagement among all project participants.
- Collaborative work style emphasizing transparency and effective communication.
- Experienced with cost and project management software such as MS Project, Primavera, or specialized construction tools.
- Deep understanding of construction sector technicalities, procurement, and cost management methodologies such as standard measurement practices.
- Experience in quality management and process improvement within construction is advantageous.
