We are seeking a seasoned Commercial Manager to spearhead commercial strategies, contract oversight, programme controls, budgeting, and risk management for a prominent national infrastructure project. This senior position entails leading commercial efforts across all project phases, facilitating the successful completion of a complex, multi-year capital investment programme.

Key Responsibilities

• Direct all commercial and contract-related operations within assigned programme segments, including contract strategy development, tender management, and negotiations aligned with client governance standards.
• Manage cost planning, forecasting, benchmarking, performance reporting, and control of changes to maintain robust commercial stewardship throughout the programme lifecycle.
• Supervise the creation and upkeep of the Master Programme and capital budgets while monitoring schedule adherence, risk exposure, earned value, and commercial progress, ensuring accurate, timely client and governance reporting.
• Lead, mentor, and develop a multidisciplinary team of cost managers, planners, and project control experts, cultivating a culture of collaboration and high performance.
• Guarantee compliance with public procurement policies, client governance frameworks, and corporate protocols, maintaining thorough documentation and audit-ready records.
• Support business case formulation, assurance procedures, and proactive stakeholder communication.

Qualifications and Experience

• A Bachelor's degree in Engineering, Quantity Surveying, Project Management, or a related field.
• Professional accreditation such as SCSI, RICS, Engineers Ireland, or APM.
• At least 15 years of experience in delivering large-scale infrastructure or capital programmes.
• Extensive commercial leadership in complex, multidisciplinary settings with strong aptitude in contract strategy, procurement, cost management, and commercial governance.
• Familiarity with NEC4, FIDIC, or public sector contract frameworks.
• Proven leadership in managing commercial teams and influencing senior stakeholders.

Desirable Experience

• Background in transportation, utilities, or significant public infrastructure sectors.
• Understanding of public sector governance and business case development.
• Knowledge of project risk management and safety assurance processes.
• Experience with Primavera P6 and project cost forecasting tools.
