Senior Construction Manager

This opportunity involves joining a skilled team delivering a large-scale entertainment and luxury hospitality project in Umluj, Tabuk, Saudi Arabia, collaborating with leading architects and global consultants. The project includes extensive infrastructure and physical assets, requiring rapid delivery through active construction management, particularly involving oversight of main and subcontractor packages.

This position is primarily site-based, with approximately 70% of time spent on-site supervising construction activities and 30% dedicated to planning, reporting, stakeholder engagement, and contractor coordination. The role operates within a Project Management Consultancy (PMC) environment, offering leadership across contractors, consultants, and other stakeholders to ensure safe, efficient delivery aligned with schedule, quality, and budget objectives. The role includes rotation-based remote site work with provided camp accommodations.

Key Responsibilities

• Lead the delivery of civil, infrastructure, and building construction works.
• Manage contractor performance to meet approved schedules, quality, and safety standards.
• Drive progress across multiple work fronts, proactively addressing risks and constraints.
• Provide oversight for utility and infrastructure assets, such as district cooling plants, generator farms, water and sewage treatment facilities, fire water storage, pump stations, and networks.
• Oversee roads, landscaping, hardscaping, and general civil works through all phases of construction.
• Coordinate interfaces among contractors, consultants, suppliers, and client representatives.
• Evaluate construction methodologies, sequencing plans, temporary works, and recovery schedules.
• Monitor progress, productivity, and resource deployment across contractors.
• Lead site coordination meetings, progress reviews, and technical workshops.
• Ensure compliance with project specifications, contractual obligations, and approved documentation.
• Support commercial teams with variation assessments, claims evaluations, and change management.
• Promote a robust health, safety, and wellbeing culture across all activities.
• Conduct site inspections and audits to verify adherence to HSE and quality standards.
• Assist with project reporting, governance, and senior stakeholder communications.

Required Qualifications and Experience

• Degree in civil engineering, construction management, or related field.
• Extensive experience managing major civil, infrastructure, and building projects.
• Proven ability leading large-scale contractor-driven construction packages.
• Strong background in infrastructure including roads, utilities, treatment plants, pump stations, and industrial facilities.
• Experience working within PMC, consultancy, or client-side settings.
• Sound knowledge of construction methodologies, sequencing, project controls, and scheduling.
• Excellent communication, stakeholder management, and leadership capabilities.
• Experience managing multidisciplinary contractors in complex construction environments.
• Previous Middle East project involvement on major programs, infrastructure developments or giga-projects.
• Eligibility to obtain Saudi Arabian visas and relevant work experience on high-value projects for client and immigration approval.
