Role Overview

The Risk Manager will establish and oversee an effective risk management function throughout development and delivery activities. This role ensures that all risks potentially impacting BDC’s strategic, programmatic, project, commercial, financial, operational, and delivery objectives are systematically identified, evaluated, assigned, mitigated, monitored, and escalated when necessary.

The Risk Manager collaborates closely with management, EGIS project teams, consultants, contractors, procurement, commercial, finance, design, development teams, and other stakeholders to embed risk management into everyday decision-making and project execution.

This position requires a proactive, hands-on attitude, with responsibility for driving risk processes, engaging risk owners, enforcing mitigation efforts, challenging insufficient risk responses, identifying emerging risks, and appropriately escalating significant concerns.

Responsibilities

  • Develop and maintain risk management frameworks aligned with BDC policies and governance for projects and programmes.
  • Ensure consistent application of risk processes across projects, departments, and delivery partners.
  • Create and update risk procedures, tools, templates, methodologies, and reporting standards.
  • Define clear risk roles, responsibilities, and accountabilities for identification, assessment, ownership, mitigation, monitoring, and escalation.
  • Embed risk management documentation within the project governance framework and promote a uniform approach among all stakeholders.
  • Identify risks proactively through structured assessments, stakeholder engagement, and continuous monitoring, covering cost, schedule, procurement, contracts, design, construction, approvals, stakeholders, resources, dependencies, quality, and other delivery facets.
  • Recognize risk interdependencies across projects and workstreams and spot emerging risks, ensuring their timely inclusion in risk registers.
  • Assign and confirm accountable risk owners for all significant risks, collaborating to define actionable mitigation strategies targeting root causes, with clear timelines and success metrics.
  • Drive mitigation follow-ups, challenge overdue or ineffective actions, and escalate risks when ownership or mitigation is lacking.
  • Maintain and review project and programme risk registers, ensuring data accuracy and currentness; monitor risk trends, mitigation progress, and high-risk visibility.
  • Assess impacts of risks on cost, scheduling, scope, resources, procurement, contracts, and milestone achievements; identify cross-project and programme level risks for comprehensive reporting and input into strategic planning and decision-making.
  • Facilitate risk workshops and engage stakeholders to generate meaningful risks, assign owners, and implement practical mitigation steps.
  • Prepare comprehensive risk reports and dashboards for management, highlighting critical risks, emerging issues, trends, overdue actions, and recommendations requiring intervention.
  • Integrate risk management with other control functions (planning, cost, procurement, contracts, design, quality) to ensure informed decision-making.
  • Define escalation protocols for significant risks, tracking progression of management interventions to guarantee sustained oversight.
  • Continuously review and enhance risk management processes, fostering a risk-aware culture and sharing lessons learned across all delivery partners.

Qualifications

  • Bachelor's degree in Engineering, Construction Management, Project Management, Business Administration, Risk Management, or related fields.
  • Preferred professional certifications in risk management, project management, or related areas.
  • At least 15 years of relevant experience in risk management within major development, construction, infrastructure, or programme contexts.
  • Proven capability in establishing and managing risk functions across complex projects or programs involving multiple stakeholders including developers, PMCs, consultants, and contractors.
  • Expertise managing strategic, financial, commercial, procurement, contractual, design, construction, and delivery risk areas.
  • Demonstrated leadership in conducting risk workshops, engaging senior stakeholders, driving mitigation, challenging risk owners, and escalating risks effectively.
  • Preferred experience in senior risk management or project controls roles within large-scale development or construction programmes.
  • Strong proficiency in risk principles and methodologies, including qualitative and quantitative assessment, risk response, mitigation, monitoring, and escalation.
  • Understanding of risk interplay with cost, schedule, procurement, contracts, design, construction, and project performance.
  • Ability to analyze risk data, identify patterns, and convert findings into actionable recommendations.
  • Experience using risk registers, dashboards, reporting tools, Microsoft Excel, PowerPoint, and preferably Power BI.
  • Knowledge of recognized risk management standards and methodologies is advantageous.
  • Exhibits strong accountability, proactive mindset, confidence engaging senior management and stakeholders, excellent communication, negotiation, and stakeholder management abilities.
