Position Summary
The Quantity Surveyor role involves managing commercial and contractual aspects of projects, particularly focusing on payment evaluations, measurements, cost valuations for variations, cost controls, claims support, and preparing commercial reports. The position requires a candidate with over 10 years of relevant experience, including proven performance on Design and Build projects.
Key Responsibilities
- Examine and verify interim payment requests from contractors, ensuring quantities, progress, milestones, and entitlements comply with contract terms.
- Validate monthly work valuations and recommend appropriate certification amounts.
- Analyze Bills of Quantities (BOQ), payment timelines, quantity measurements, and related commercial documents.
- Assess changes such as variations, extra work, omissions, design modifications, and contractor proposals from a commercial perspective.
- Review pricing rates, quotations, resource allocations, and cost components including labor, plant, materials, and subcontractors.
- Support evaluating contractor claims for extensions, disruptions, acceleration, and other cost-related issues.
- Prepare independent cost estimates, commercial analyses, cash flow projections, and cost-to-complete forecasts.
- Maintain detailed registers for payments, variations, claims, and commercial matters.
- Assist contracts management by drafting and reviewing contractual and commercial communications.
- Compile commercial reports covering payments, variations, claims, cash flow, budgets, and forecasted final costs.
- Participate in commercial meetings, document minutes if required, and track agreed action items.
- Support the preparation and negotiation of final account settlements.
Essential Qualification & Experience
- Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or a similar discipline.
- At least 10 years of direct experience in quantity surveying and commercial administration.
- Mandatory proven background with Design and Build contracts post-contract stages.
- Strong abilities in interim payment assessments, BOQ management, variation evaluations, claims processing, and cost reporting.
- Solid understanding of commercial impacts throughout Concept Design, Detailed Design, construction design progression, and design revisions.
Preferred Experience and Skills
- Experience working alongside consultants, engineers, project management consultants (PMC), or employer representatives is desirable.
- Work exposure in large infrastructure, civil engineering, environmental, utilities, or multidisciplinary projects is advantageous.
- Familiarity with PWA, FIDIC, or comparable Design and Build contractual frameworks is beneficial.
- Practical knowledge of GCC or Qatar construction markets is a plus.
- Advanced skills in Microsoft Excel, along with strong analytical, reporting, and communication capabilities.
- Professional affiliation with RICS or equivalent recognized body is preferred.
- Experience with Building Information Modelling (BIM) and associated cost management software is a bonus.
- Understanding regional construction standards and practices in the Middle East is valuable.
- Excellent presentation skills and the ability to generate clear financial reports for senior leadership.
