Regional Planning Manager

Overview

Winthrop Technologies, Europe's sole dedicated partner for comprehensive data centre delivery—from design to commissioning—is seeking a Regional Planning Manager. Based in Dublin and operating across numerous European projects, this position entails strategic supervision, leading planning teams, standardisation, governance, resource allocation, and stakeholder liaison regionally. The role involves travel to various projects within the designated region.

Primary Responsibilities

• Oversee and guide the planning activities across multiple regional projects, ensuring alignment with company goals, consistency, and accuracy.
• Lead the development and management of bid programmes to support tender submissions for regional project opportunities.
• Implement and maintain master programme standards, project controls, and reporting structures across regional projects.
• Collaborate with Project and Regional Directors and teams to design and execute planning strategies and, if necessary, recovery plans.
• Provide strategic planning support throughout all project phases, from pre-construction through commissioning.
• Critically evaluate project schedules, progress, risks, and resourcing to promote successful delivery.
• Conduct regional programme reviews and deliver planning, risk, and performance updates to senior leadership.
• Track project performance regionally, recognizing patterns, risks, opportunities, and initiating corrective measures.
• Ensure seamless integration of planning with commercial, procurement, construction, and commissioning activities across projects.
• Support business growth by offering planning expertise for new ventures, client interactions, and strategic initiatives.
• Represent planning interests in meetings involving clients, consultants, subcontractors, and key stakeholders.
• Drive implementation of planning best practices, tools, systems, and reporting methods in the region.
• Manage regional planning personnel, ensuring proper allocation and optimum utilization.
• Provide leadership, coaching, and performance management to planning teams, promoting collaboration and continuous development.
• Champion innovation in planning methodologies including digital tools, BIM integration, and project controls.

Qualifications & Experience

• Bachelor's degree or higher in Engineering, Construction Management, Project Management, or closely related fields.
• At least 8 years of experience in construction planning, specifically overseeing planning functions across multiple large-scale projects.
• Proven expertise in mission-critical, data centre, infrastructure, or major construction projects.
• Demonstrated leadership in managing and nurturing planning teams within regional or multi-project contexts.
• Proficiency with advanced planning software such as Primavera P6 and Asta Powerproject.
• Sound knowledge of project controls, resource scheduling, earned value management, risk assessment, and schedule governance.
• Experience managing projects with budgets over €50 million.
• Strong commercial insight aligned with strategic and operational project performance.
• Excellent communication, presentation, stakeholder management, and influencing capabilities.
• Able to establish and sustain relationships with clients, consultants, subcontractors, and internal leadership effectively.
• Capable of thriving in dynamic, international, and multi-project environments.
