Quality Assurance Manager

Overview

We are looking for a seasoned Quality Assurance Manager to oversee the deployment of the Project Quality Management System on a major building development initiative in Riyadh, Saudi Arabia. This role involves ensuring all project operations meet contractual obligations, quality standards, regulatory rules, and best industry practices. Collaborating closely with the Client, Resident Engineer, Project Director, contractors, and multi-disciplinary supervision teams, the successful candidate will foster a culture of quality excellence, continuous improvement, and compliance from design review through construction, testing, commissioning, and final handover.

Key Responsibilities

• Design, implement, and sustain the Project Quality Assurance Management System aligned with project specs and global norms.
• Guarantee adherence to project quality goals, processes, and management norms.
• Develop and supervise quality assurance processes and governance across the project spectrum.
• Conduct quality audits, surveillance, and compliance checks within all project disciplines.
• Evaluate and sanction contractor Quality Management Plans, Procedures, Inspection and Test Plans, and Method Statements.
• Oversee contractor quality performance ensuring conformity with approved quality systems.
• Confirm quality control implementation throughout design, procurement, construction, commissioning, and handover stages.
• Lead audits internally and externally and ensure timely resolution of findings.
• Set up quality KPIs and track quality patterns and metrics.
• Manage Non-Conformance Reports, Corrective Action Requests, and Preventive Actions effectively.
• Carry out root cause analyses on recurring quality problems and drive improvement initiatives.
• Coordinate with engineers and inspectors for consistent quality standards application.
• Review material approval workflows ensuring alignment with project and quality criteria.
• Supervise document control related to quality records and compliance.
• Monitor factory inspections, mock-ups, tests, and materials approval.
• Ensure all deliverables comply with relevant regulations, client needs, and international standards.
• Support testing, commissioning, and handover activities ensuring quality benchmarks are met.
• Prepare quality dashboards, executive-level reports, and management presentations.
• Champion continuous improvement and quality awareness initiatives throughout the project.
• Mentor and develop quality engineers, inspectors, and staff to enhance the quality culture and performance.

Qualifications & Experience

• Bachelor's degree in Civil, Construction, Architecture, Mechanical, Electrical Engineering or related fields.
• Master's in Quality Management, Construction Management, or Engineering preferred.
• Desirable professional certifications include ISO 9001 Lead Auditor, Certified Quality Engineer (CQE), ASQ, or equivalents.
• Minimum 15 years of professional experience in construction quality assurance and management.
• At least 8 years serving as a Quality Assurance Manager on significant building or infrastructure projects.
• Demonstrated expertise in large-scale buildings, convention centers, hospitality and mixed-use developments.
• Experienced in Site Supervision Consultancy, PMC, or Engineering Consultancy settings.
• In-depth understanding of Quality Management Systems and ISO 9001 standards.
• Competence in establishing project quality assurance frameworks and governance.
• Strong knowledge of construction methods, inspection, testing, and quality control procedures.
• Experienced in leading audits, compliance reviews, and certifications.
• Familiar with Saudi Arabian construction laws and GCC regulations.
• Excellent analytical, problem-solving, decision-making, communication, and stakeholder management skills.
• Proficient with quality management and reporting software as well as Microsoft Office.
• Experience on mega projects or large multi-disciplinary developments highly regarded.
• Previous GCC or Saudi Arabia work exposure is advantageous.
• Fluent in English; Arabic language skills are a bonus.
