Technical Head - Railway Control Systems

Overview

We are recruiting a Technical Head specializing in Railway Control Systems to lead strategic and technical efforts across our Middle East operations, client engagements, and rail programs. This senior leadership role focuses on providing expert consultancy services involving communications, control, signaling, systems integration, and operational control functions, while fostering innovation, technical excellence, and business expansion.

Key Responsibilities

• Serve as a trusted technical expert and subject matter authority, guiding clients and internal teams strategically.
• Guide the creation and delivery of sophisticated rail control system solutions ensuring exceptional technical standards.
• Oversee system architecture, integration approaches, and operational concept development.
• Provide expert insights regarding contracting, deployment strategies, constructability, testing, and commissioning.
• Anticipate and solve technical challenges proactively.
• Lead and manage the successful delivery of major multidisciplinary rail projects with attention to scope, timelines, budget, and quality.
• Coordinate crucial system interfaces spanning signaling, telecommunications, and infrastructure.
• Ensure all assurance, approval, and certification criteria are met thoroughly.
• Supervise the delivery of operational and asset management initiatives.
• Drive business development by leading bids, tenders, and procurements, offering technical and commercial leadership.
• Prepare feasibility analyses and strategic consultative advice to support client decisions.
• Identify new growth prospects and enhance the company’s market presence.
• Establish and nurture effective professional relationships with key clients and stakeholders.
• Champion the advancement and integration of railway operational concepts and system interfacing.
• Encourage the deployment of innovative digital, communication, and advanced control technologies.
• Support innovation areas such as smart mobility, data analytics, and automation in rail systems.
• Lead, mentor, and develop engineering personnel and technical specialists to build a competent and collaborative team environment.
• Promote a culture prioritizing teamwork, innovation, and continuous technical improvement.
• Facilitate knowledge exchange and help shape technical best practices within the discipline.
• Contribute to the strategic development of the Rail Control Systems expertise within the organization.

Essential Qualifications and Experience

• Engineering or related discipline degree.
• Over 15 years of comprehensive experience in rail systems covering high-speed, conventional, and metro environments, including expertise in areas such as ETCS/ERTMS, CBTC, Train Management Systems, GSM-R telecommunications, and signaling & control systems.
• In-depth knowledge of system architecture, integration methods, and performance for railway systems.
• Proven leadership track record on complex and multidisciplinary rail projects.
• Demonstrated excellence in senior-level stakeholder and client management.
• Experience navigating assurance, approvals, and certification processes.
• Management experience involving equipment suppliers.
• Proven capabilities in steering technical bid and consultancy projects.
• Strong communication, leadership, and influence capabilities.
• Capacity to effectively manage multiple high-value projects concurrently.
• Chartered Engineer status and membership in a relevant professional body.
• Experience with international rail projects and engagement in both client and contractor settings.

Desirable Skills

• Knowledge of IP-based network systems, data center operations, and cloud infrastructure within rail control systems.
• Understanding of cybersecurity, data analytics, and artificial intelligence applications pertinent to railway environments.
• Additional language proficiencies.
