About the Role
An established industrial services company in Qatar is seeking a highly skilled Proposal Manager to lead the tendering, estimating, and proposal processes specifically focused on scaffolding, painting, insulation, and refractory services. This pivotal role carries the responsibility for overseeing the entire proposal cycle from initial enquiries through to submission, clarification, negotiation, and final handover to operations, aiming to produce technically robust and commercially competitive bids while safeguarding profitability.
Key Responsibilities
- Manage the entire tender and proposal workflow by examining scopes, Bills of Quantities (BOQs), drawings, specifications, and commercial terms.
- Prepare and oversee detailed cost estimates and pricing structures for scaffolding, painting, insulation, and refractory projects.
- Create comprehensive cost breakdowns including labor, materials, equipment, logistics, productivity, and subcontractor requirements.
- Set pricing strategies focused on competitiveness and margin protection.
- Formulate bid approaches informed by project demands, market dynamics, competitor analysis, and commercial risks.
- Collaborate with cross-functional teams including operations, engineering, procurement, finance, and commercial departments for proposal inputs.
- Participate in pre-bid meetings, site inspections, tender clarifications, and commercial negotiation sessions.
- Maintain up-to-date market intelligence on labor rates, material costs, rental charges, and competitor trends.
- Prepare documentation linking bids to budgets and ensure smooth transition of awarded contracts to operational teams.
- Enforce stringent tender controls to guarantee pricing precision and commercial compliance.
Qualifications and Experience
- Bachelor's degree or diploma in Engineering, Quantity Surveying, Construction Management, Business, or a related field.
- Between 10 and 15 years of substantial experience in proposal management, estimating, tendering, or commercial roles.
- Proven expertise in scaffolding, painting, insulation, refractory, Oil & Gas, petrochemical, or industrial service sectors.
- Track record in developing competitive and profitable bids.
- Experience in the Qatar or GCC markets is highly advantageous.
- Deep knowledge of BOQs, specifications, technical drawings, unit rate determination, productivity metrics, and cost build-up methodologies.
- Familiarity with both service/application pricing and material supply or rental pricing is strongly preferred.
- Proficient in Microsoft Excel and estimating/pricing software tools.
- Strong analytical capabilities, negotiation acumen, excellent communication skills, and meticulous attention to detail.
