Proposal Engineer

As a Proposal Engineer based in Al Khobar, Eastern Saudi Arabia, you will be part of a growing engineering team focused on Oil & Gas projects. This critical role will help reinforce technical capabilities and strengthen the company's market presence.

Key Responsibilities

• Coordinate and develop engineering proposals covering Studies, FEED, and Detailed Design phases.
• Analyze Requests for Proposals (RFPs) to understand scope and feasibility, consulting with senior engineering leadership.
• Prepare detailed cost estimates including labor hours, subcontractor requirements, and project expenses using estimation tools and norms.
• Compile comprehensive technical proposals detailing project specifications, schedules, and methodologies aligned with client expectations.
• Identify and assess project risks and develop mitigation strategies, integrating risk management plans into proposals.
• Collaborate with engineering, finance, project management, and other teams to consolidate proposal information ensuring alignment and adherence to Kent governance.
• Support preparation of internal approval documents and embed win strategies within tender submissions.
• Interact effectively with clients by presenting proposals, addressing queries, negotiating terms, and fostering strong relationships to enhance bid success.
• Ensure proposals comply with industry standards, regulations, client requirements, and remain up-to-date with sector trends and best practices.

Required Qualifications and Skills

• Bachelor’s degree in engineering or related discipline.
• 7 to 10 years of relevant experience including at least 3 years in a similar role within an international company.
• Proficiency in using relevant software tools applicable to proposal and cost estimation.
• Strong interpersonal and analytical skills to effectively communicate technical matters and present to clients and management.
• Capability to gather, verify, and report project information and to understand project execution processes.
• Knowledge of contract administration, construction processes, risk handling, and mitigation measures.
• Ownership and responsibility for work deliverables, with the ability to collaborate cross-functionally.
