About the Role

This role requires an on-site presence in Damascus Governorate, Syria, with the primary focus of ensuring the successful planning, tracking, and management of all project activities. The goal is to guarantee project delivery in line with defined scope, timelines, budget, and quality standards.

The Project Control Manager will establish a unified project controls framework encompassing scheduling, reporting, cost management, contract oversight, material and warehouse logistics, asset management, health, safety and environment (HSE), permitting, and quality assurance. A core duty is to enhance cross-department coordination to facilitate smooth execution and enable swift decision-making. The position demands improving project transparency through standardized reports, dashboards, key performance indicators, and analytic insights.

Operational excellence is emphasized by optimizing processes, automating reports, and maintaining data accuracy across integrated systems. Proactive identification and mitigation of risks, discrepancies, and performance issues are key responsibilities. Compliance with client guidelines, regulatory standards, and internal policies must be continuously ensured.

Responsibilities

  • Direct and control all aspects of project scope and budget from initial planning through execution to final delivery.
  • Assign and distribute project scope to contractors operating across various regions.
  • Lead the Project Controls Office team to support inter-project scheduling, reporting, and coordination needs.
  • Track invoicing procedures to align with client protocols, aiming to close financial gaps and meet management objectives.
  • Standardize and harmonize project reporting methods across all departments and geographic locations.
  • Manage and consolidate updates or changes in project control systems in collaboration with pertinent internal and client divisions.
  • Perform system audits to detect inconsistencies, validate data integrity, and enforce accountability among stakeholders.
  • Oversee creation and maintenance of the detailed Project Implementation Plan (PIP), monitoring its scheduling and reporting.
  • Facilitate regular coordination meetings involving internal teams, contractors, and external parties to maintain consistent project control practices.
  • Monitor project advancement and evaluate performance against the approved Vendor/Contractor PIP benchmarks.
  • Organize and lead ongoing Project Controls meetings to ensure structured and timely progression across all work streams.
  • Collaborate with Project Control & Contracts teams and stakeholders to eliminate financial discrepancies as per agreed schedules.
  • Generate reports on handover performance and compliance to aid invoicing and track contractor effectiveness.
  • Develop and sustain the Project Communication Plan, establishing efficient communication channels to enable smooth information exchange.
  • Administer the entire change management process to uphold stability across scope, budget, and timelines among all parties involved.
  • Define, revise, and enforce operational procedures for network implementation and project control functions.
  • Formulate and manage a risk management framework addressing risk identification, evaluation, and mitigation strategies.
  • Foster and sustain robust relationships with client management and key stakeholders.
  • Establish collaborative partnerships with vendor and contractor Project Control teams to align objectives and performance standards.
  • Supervise diverse functions under Project Controls including reporting, scheduling, cost control, contract Management, warehouse/material logistics, asset management, permitting, business excellence, health, safety & environment, and network quality assurance audits.
  • Ensure data consistency, accurate reporting, and system synchronization across ERP platforms, client portals, and in-house tools.
  • Promote continuous process improvements to bolster efficiency, clarity, and performance across all project control areas.

Required Qualifications and Experience

  • Bachelor’s or Master’s degree in Engineering or a closely related field.
  • Over 15 years of extensive experience in project controls, project management, or telecom infrastructure delivery.
  • Minimum 5 years of managerial or senior leadership experience managing large-scale telecom or infrastructure projects.
  • Demonstrated expertise in telecom project environments of significant scale.
  • Strong command of project control techniques including cost management, scheduling, and comprehensive reporting.
  • Proficient with Power BI, advanced Excel functionalities, ERP software, and data analytics tools.
  • International work experience in mature telecom markets is considered advantageous.
  • Professional certifications such as PMP, PMI-SP, PMI-RMP, or PRINCE2 are highly desirable.
  • Excellent leadership qualities paired with strong communication, analytical, and stakeholder management capabilities.
