Job description
Position Overview
Lead and oversee all contract governance, compliance, administration, and change control activities related to contracts between the client (Telecom) and Specialized plus other subsidiaries supporting the program. Ensure all contractual duties, scope, changes, risks, and commercial needs align with program goals. Report directly to the Project Control Head on these aspects.
Key Responsibilities
- Design and uphold effective contract governance and management throughout the lifecycle.
- Collaborate with Legal, Contracts, Finance, Procurement, Engineering, Project teams, and other stakeholders for contract drafting, review, execution, and enforcement.
- Represent the Project Management Office in contract negotiations, amendments, renewals, and updates discussions.
- Evaluate contracts to confirm clarity of scope, responsibilities, deliverables, SLAs/KPIs, milestones, commercial terms, and governance needs.
- Maintain a detailed contract register documenting obligations, milestones, deliverables, approvals, risks, changes, and pending actions.
- Track contractual performance and compliance; identify deviations, risks, disputes, and exposure to contractual liabilities.
- Implement and manage a comprehensive contract change control process covering scope, cost, schedule, responsibilities, and obligations.
- Assess change requests, variations, amendments, and new scope requirements.
- Coordinate with project and technical teams to analyze change impacts on scope, cost, schedule, resources, risks, and contract obligations.
- Lead drafting and review of contract amendments, change orders, and annexes associated with scope or responsibility changes.
- Maintain records of contract changes, ensuring all changes are duly approved and formally documented.
- Monitor compliance vigilantly; identify and escalate any legal, commercial, operational, or compliance risks proactively.
- Work with Legal/Contracts and project parties to resolve claims, disputes, ambiguities, and non-compliance issues.
- Maintain a centralized archive of contracts, amendments, annexes, changes, compliance documents, and supporting materials.
- Produce management reports on contract status, compliance, changes, risks, claims, issues, and open actions.
- Ensure all contract governance, documentation, and reports satisfy program, audit, and management requirements.
Qualifications and Experience
- Bachelor's degree in Law, Business Administration, Finance, Engineering, Commercial Management, or related fields.
- Over 10 years of experience in contract management, preferably in telecom, network deployment, ICT, infrastructure, or extensive technology programs.
- Demonstrated ability in contract administration, governance, compliance, change control, amendments, variations, and negotiations.
- Experience with contracts linked to significant and complex telecom/network infrastructure projects is strongly preferred.
- Deep knowledge of contract structures, obligations, commercial terms, SLAs/KPIs, change management, and risk assessment.
- Experience collaborating with Legal, Finance, Procurement, Engineering, PMO, vendors, and executive stakeholders.
- Familiarity with Saudi Arabia’s telecom infrastructure contract practices and experience working in the KSA region is an advantage.
- Strong analytical, negotiation, problem-solving, and stakeholder engagement capabilities.
- Excellent leadership and interpersonal skills to work effectively across different organizational tiers.
- Proficient reporting and presentation skills with advanced knowledge of Microsoft PowerPoint, Excel, and Word.
- Exceptional verbal and written communication skills; fluency in English required, Arabic preferred.
