Role Overview

The Junior Programme Controller supports the PMO management team by handling a variety of tasks that facilitate successful programme delivery. Acting as an essential bridge between the programme execution team and functional leaders, this role helps keep the programme on track in terms of budget and schedule. Collaborating closely with the Intermediate Programme Controller, the Junior Programme Controller identifies opportunities to optimize programme operations through continuous progress monitoring. The incumbent will contribute to defining programme objectives, budgeting, and scheduling, all aimed at successful project completion.

Key Responsibilities

  • Assist the PMO cost team in developing, monitoring, and controlling the programme budget to ensure expenditures stay within approved limits.
  • Collaborate with the PMO scheduling team to maintain and adjust programme timelines, tracking progress to keep tasks on schedule.
  • Identify potential programme risks and help formulate mitigation strategies, while continuously monitoring these risks throughout the programme lifecycle.
  • Prepare periodic status reports for stakeholders that detail programme progress, budget conditions, encountered issues, and risks.
  • Support resource allocation efforts, managing deployment of personnel, equipment, and materials effectively.
  • Ensure compliance with applicable regulations, standards, and quality benchmarks, supporting quality assurance activities.
  • Manage documentation and approval of changes to the programme scope, schedule, and budget.
  • Maintain clear and effective communication with all programme stakeholders, addressing their expectations and requirements.
  • Contribute to establishing and upholding standardized project management methodologies and best practices to ensure consistent quality.
  • Help manage change processes adapting to evolving project needs.
  • Provide assistance to the Intermediate Programme Controller when required.
  • Use PMO management software and reporting tools effectively for programme oversight.
  • Perform other duties as assigned within the scope of the role.

Experience and Qualifications

  • At least 3 years of experience in programme control roles involving projects of comparable scale and complexity.
  • Understanding of quality management and process improvement systems, especially within the construction sector, is advantageous.
  • Previous tenure in project management roles with relevant responsibilities.
  • Minimum Level 8 degree or equivalent in a pertinent discipline such as Project Management or Business Administration.
  • Professional certifications like Project Management Professional (PMP) or Certified Document Controller (CDC) are preferred.

Skills and Competencies

  • Proficiency with document management systems, databases, and applications like Microsoft Office and SharePoint, as well as specialized document control software.
  • Basic familiarity with programme management concepts to align documentation processes with broader programme objectives.
  • Knowledge of industry standards, legal requirements, and data protection principles governing document and information handling.
  • Adaptability to changes in programme requirements and evolving document management technologies.
  • Strong teamwork abilities coupled with excellent verbal and written communication skills.
  • Capability to oversee and drive service quality and governance outcomes.
  • Competence in using programme management tools to organise activities, including scope and quality controls.
  • Skilled in monitoring key performance indicators to ensure adherence to goals, schedules, and budgets.
  • Critical thinking and problem-solving aptitude to enhance operational efficiency and address challenges such as limited resources.
  • Expertise in budget management, including handling unforeseen expenses.
