HSSE Specialist

Key Responsibilities

• Ensure all Supervision Consultant (Engineer) and Contractor HSE provisions comply with this policy, contract conditions, employer HSE requirements, and applicable local, national, and international regulations.
• Evaluate HSE performance of consultants and contractors, providing guidance to foster continuous improvement.
• Conduct investigations into accidents/incidents, identifying root causes and recommending measures to prevent recurrence.
• Document and follow up on safety hazards and non-conformances referring to HSE regulatory bodies and authorities.
• Collaborate with PMC Project Manager and Construction Manager to implement robust HSE systems at project sites.
• Liaise with Employer, PMC (Hill International), local authorities, and municipalities to ensure adherence to project HSE standards.
• Provide HSE training and induction sessions for staff.
• Review and approve HSE documentation, submittals, and drawings from contractors to verify adequacy and compliance.
• Enforce full compliance of supervision consultants and contractors with project HSE requirements.
• Conduct scheduled and unscheduled HSE audits and inspections, reporting non-conformances to project management for corrective action.
• Maintain familiarity with Hill International’s Quality, Environmental, Safety, and Occupational Health policies, ensuring adherence during employment.
• Fulfill additional duties as assigned by supervisors or line managers.

Qualifications and Experience

• Bachelor’s degree in engineering or equivalent professional experience supplemented by recognized international certifications.
• Minimum ten years of experience managing large-scale projects with comprehensive HSSE responsibilities.
• In-depth understanding of HSSE sciences, engineering principles, methodologies, and extensive knowledge of national and international HSSE laws, regulations, permitting processes, and best practices.
• Familiarity with terminology related to industrial hygiene, health physics, safety engineering, and environmental compliance.
• Proven ability to manage HSSE matters effectively with contractors and consultants during construction phases.
• Competent in preparing detailed HSSE reports for project activities.
• Excellent communication skills in English, both written and oral, along with strong presentation capabilities.
• International work experience preferred, with a specific advantage for prior experience in Saudi Arabia.
