Overview

WSP is looking for an experienced Health, Safety, and Environmental (HSE) Manager to join the construction supervision team located in Riyadh, Saudi Arabia, supporting a large-scale infrastructure project. The role focuses on managing all HSE activities across the project, ensuring full compliance with WSP standards, client requirements, Saudi regulations, and international best practices.

The ideal candidate will bring extensive experience in major roads, highways, and infrastructure projects and have a background within consultancy or supervision environments. This position demands a confident leader capable of influencing contractor safety behaviors, fostering a proactive safety culture, and ensuring safe operations in complex construction settings.

Key Responsibilities

  • Implement and continuously enhance the Project HSE Management Plan covering all construction supervision aspects.
  • Serve as WSP's primary HSE representative, collaborating closely with clients, contractors, subcontractors, the supervision team, and regulatory authorities.
  • Foster a proactive safety culture through visible leadership and ongoing communication.
  • Offer expert HSE guidance to project leadership and stakeholders, including the Project Director and Resident Engineer.
  • Identify, evaluate, and manage HSE risks during all construction phases.
  • Review and provide feedback on contractors' HSE documentation such as plans, risk assessments, method statements, job safety analyses, traffic management, emergency response, lifting plans, and permit-to-work procedures.
  • Ensure contractor compliance with project HSE requirements, contractual obligations, Saudi regulations, and international standards.
  • Oversee implementation of control measures for high-risk activities including excavation, lifting, heights, traffic diversions, night work, confined spaces, hot works, and work near live traffic.
  • Issue HSE observations, non-conformance reports, and corrective action requests when necessary and track their resolution.
  • Supervise safety performance across roads, highways, and associated infrastructure, ensuring effective measures for work zone safety, traffic management, and public protection are in place.
  • Monitor safety for roadworks, bridges, utilities, drainage, earthworks, pavements, structures, and related civil infrastructure.
  • Manage risks involving live traffic, plant movement, temporary works, lifting, and utility protection during construction sequencing and site logistics.
  • Conduct regular site inspections, audits, and leadership safety walks; monitor KPIs and produce reports for internal and client management.
  • Analyze incident trends to identify improvement opportunities and participate in internal and external HSE audits.
  • Lead investigations into incidents, accidents, near misses, perform root cause analyses, and implement corrective/preventive actions, communicating lessons learned.
  • Support HSE inductions, toolbox talks, awareness campaigns, and targeted training programs.
  • Coach and mentor HSE inspectors, supervision staff, and contractor teams to foster continuous improvement and proactive hazard reporting.
  • Oversee contractor environmental management, including waste, dust, noise, spill prevention, and protection of utilities and communities.

Qualifications

  • Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science, Construction Management, or related fields.
  • Professional certification in HSE, with NEBOSH International General Certificate as a minimum; NEBOSH Diploma and IOSH membership preferred.
  • Additional qualifications such as OSHA/ISO 45001 Lead Auditor certification are advantageous.
  • At least 15 years of experience in HSE roles within construction, especially on major roads, highways, bridges, or large infrastructure projects.
  • Mandatory prior experience in consultancy, PMCM, or construction supervision roles.
  • Experience working in the Middle East/GCC region is required, with Saudi Arabia project experience highly preferred.
