Role Purpose

The Electricity Programme Governance & Risk Manager will develop a unified, reliable framework to manage governance, risk, dependencies, and delivery challenges across Vector’s five-year electricity capital portfolio. You will establish and implement governance frameworks, integrated risk and dependency models, and stage-gate assurance processes, ensuring projects proceed safely and with readiness for delivery.

Collaborating across PMO, Portfolio, Delivery, and other business units, you'll assess how changes in projects, supply chain pressures, workforce constraints, and external dependencies might impact costs, timelines, and outcomes. Using scenario modeling, risk analysis, and data-driven insights, you will conduct effective governance sessions, reinforce programme assurance, and provide senior leaders with clear, actionable options and recommendations concerning investment priorities, sequencing, and emerging risks.

This position offers a unique chance to create a new capability in governance and risk management across a significant electricity programme, influencing major decisions and providing foresight to prevent risks from escalating into delivery problems.

Key Responsibilities

• Develop and implement an overarching programme governance framework and risk/dependency management models.
• Design and embed stage-gate assurance processes to monitor project readiness and safety.
• Work collaboratively with cross-functional teams including PMO, Portfolio, and Delivery to map and assess project interdependencies and delivery constraints.
• Analyze project changes, supply-chain issues, and resourcing challenges to anticipate impacts on cost and schedules.
• Utilize scenario modeling and risk analysis tools to inform governance forums and decision-making.
• Provide senior stakeholders with clear, evidence-based recommendations and options to guide investment and project sequencing decisions.

Candidate Profile

• Significant experience in programme or portfolio management, particularly in electrical infrastructure, utilities, energy, or comparable regulated industries.
• Proven expertise designing or implementing governance, risk, dependency management, or stage-gate assurance frameworks.
• Strong analytical and problem-solving abilities, capable of employing scenario modeling to convert complex risks and constraints into clear decision options.
• Experience creating or managing reporting systems and dashboards with a strong emphasis on data quality and integrity.
• Excellent communication, facilitation, and stakeholder engagement skills coupled with strategic thinking, meticulous attention to detail, accountability, and a practical, team-oriented mindset.
