Role Summary

We are on the lookout for a seasoned Development Manager to oversee airport development projects from their initial concept through to approval and handover for execution. This role is pivotal in identifying, assessing, and nurturing strategic initiatives aimed at enhancing operational efficiency, transformation, capacity, and quality of service in airport environments.

Key Responsibilities

• Create and maintain a detailed development plan encompassing initiatives targeting operational excellence, transformation, capacity growth, and service enhancement.
• Compile and oversee a centralized repository of strategic projects and development prospects.
• Ensure alignment of development activities with company objectives, airport master plans, and long-term expansion strategies.
• Lead evaluations by confirming opportunities, clarifying challenges, and assessing possible solutions.
• Incorporate diverse planning inputs such as master plans, capacity analyses, asset evaluations, and operational data.
• Generate and appraise solution alternatives, feasibility assessments, and business case analyses.
• Engage with internal teams, external collaborators, and specialized consultants to reinforce analyses and provide recommendations.
• Coordinate collaboratively across varied stakeholder groups to garner support and alignment.
• Prepare comprehensive presentations, reports, and proposals for senior management and governance committees.
• Effectively communicate project feasibility, financial impacts, operational effects, and strategic advantages.
• Post-approval, collaborate closely with execution teams to formulate implementation and delivery strategies.
• Assist in transitioning approved projects into execution and ongoing PMO monitoring phases.
• Liaise with design, construction, operations, finance, and planning units throughout the development process.
• Track budgets, schedules, and quality standards associated with development projects.
• Support cost-benefit analysis and investment decision-making processes.
• Ensure all proposed solutions are practical, achievable, and align with business needs.

Required Qualifications

• Degree-level education (BSc, BEng, BA) or equivalent.
• Certification or training in project management tools and methodologies such as Primavera, Lean, or Six Sigma preferred.
• Over five years of professional experience including minimum three years within airport, aviation, live operational, or large infrastructure projects.
• Experience in the Middle East region is an advantage.
• Deep understanding of airport master planning, capacity management, and operational enhancement initiatives.
• Demonstrated ability to manage diverse stakeholders and cross-functional cooperation.
• Proficient with project management software such as Microsoft Project and Primavera.
• Familiarity with Lean and Six Sigma process improvement methods.
• Strong analytical skills and strategic mindset capable of assessing complex projects and crafting informed recommendations.
• Excellent verbal and written communication, presentation, and negotiation competencies.
