Technical & Performance Engineer

Job Overview

The role focuses on maximizing plant performance by efficiently coordinating all power and desalination plant operations to ensure optimal functionality.

Key Responsibilities

• Implement and enforce effective policies and procedures for all power and desalination plants.
• Track daily plant performance, ensuring parameters remain within defined limits, and initiate acid cleaning of desalination units as necessary.
• Collaborate with operations staff to identify and resolve technical issues in power and desalination processes.
• Work closely with Shift Charge Engineers and Chief Chemists to enhance efficiency by modifying operations with approval from the Operations Manager.
• Recommend and monitor distillate stage sampling; analyze results to detect possible tube leaks.
• Conduct thorough plant inspections during annual maintenance and ensure timely follow-up.
• Compile monthly performance reports summarizing plant status.
• Oversee Environmental Aspect-Impact and Hazard Risk Assessments, ensuring they are conducted, controlled, and kept current.
• Implement, supervise, and report on Integrated Management System (IMS) goals and programs.
• Provide resources to sustain effective IMS implementation.
• Periodically update management regarding IMS performance.
• Ensure compliance with legal, contractual, and organizational standards.
• Identify root causes for non-conformities and deviations, instituting corrective and preventive measures.
• Assess competency gaps among subordinates and address through necessary interventions.
• Perform annual evaluations of reporting staff.
• Deliver on-the-job training to newcomers and assess their performance during training.
• Document and control hazards within assigned operational areas, ensuring monitoring and adherence to operational controls.
• Report IMS deviations, determine root causes, and carry out corrective/preventive actions.
• Report emergencies, incidents, and near misses promptly.
• Manage resources efficiently to optimize operations.
• Undertake additional tasks as delegated.

Qualifications & Experience

• Bachelor's or postgraduate degree in Engineering, with specialization in Power Plant Engineering.
• Between 4 to 8 years of experience working in power, desalination, or reverse osmosis plants, preferably within the Middle East region.

Technical Skills and Knowledge

• Familiarity with Quality, Occupational Health & Safety, and Environmental Management system principles.
• Understanding of relevant legal requirements affecting operations.
• Competency in Hazard Risk and Aspect Impact assessments.
• Strong investigative and analytical abilities.
• Knowledge of spillage containment and management of HSE emergencies.
• Expertise in waste identification, classification, and disposal procedures.
• Experience with emission monitoring systems.
• Comprehensive understanding of power, desalination, and reverse osmosis operational activities including efficiency calculations.
• Problem-solving skills tailored to complex plant operations.

Preferred Certifications and Tools

• Experience or working knowledge of SAP systems is advantageous.
• Awareness or practical experience with ISO 9001, ISO 14001, and OHSAS 18001 standards is desirable.
