Supply Chain Executive Manager - Yanbu

Role Overview

We are looking for a seasoned Supply Chain Executive Manager to oversee comprehensive supply chain operations for the Yanbu Green Hydrogen Project. This position represents the owner's interests by ensuring the EPC contractor's procurement, expediting, logistics, customs, material management, and subcontracting processes adhere to project timelines and standards. A particular emphasis is placed on the management of critical packages, long-lead items, risk mitigation, contractual compliance, and coordinated interaction with project delivery, construction, commercial, legal, quality, and HSE departments.

Key Responsibilities

• Formulate and implement the Supply Chain and Procurement Strategy tailored to project specifications and schedule.
• Supervise procurement stages including strategic sourcing, tender procedures, technical and commercial evaluation, negotiations, and issuing purchase orders, focusing on major packages and long-lead equipment.
• Direct subcontract management through strategy development, tendering, evaluation, negotiation, awarding, administration, performance tracking, and closure of subcontracted works and services.
• Develop, maintain, and apply a comprehensive Supply Chain Management Plan encompassing procurement, expediting, logistics, materials oversight, subcontract governance, risk management, reporting, and stakeholder coordination.
• Handle procurement risks and resolve supply chain disturbances.
• Champion cost efficiency and oversee budget adherence.
• Ensure adherence to HSSE, quality standards, and Environmental, Social, and Governance (ESG) policies throughout the supply chain.
• Prepare procurement and subcontractor performance reports for senior project leadership.
• Collaborate extensively with Project Delivery, Construction, HSSE, Quality, Legal, and Finance teams.
• Oversee subcontractor adherence to contracts, manage claims, variations, and commercial relationships closely with project stakeholders.
• Promote Saudi localization efforts, local supplier capability development, and value generation within the Kingdom.
• Work closely with Engineering, Construction, Project Controls, Commercial, Quality, HSSE, Commissioning, and Operations teams.
• Lead and mentor teams in Supply Chain, Procurement, Expediting, and Logistics functions.

Qualifications and Experience

• Bachelor’s degree in Supply Chain, Procurement, Engineering, Logistics, or similar fields.
• Over 15 years of pertinent experience, including significant involvement in large EPC/EPCM projects.
• Demonstrable experience working within Saudi Arabia or the GCC, especially on vast energy or infrastructure initiatives.
• Background in green hydrogen, renewable energy, power generation, desalination, oil & gas, or petrochemicals is strongly favored.
• Deep expertise in procuring high-value equipment, supplier relationship management, expediting processes, and global logistics.
• Specialized knowledge in managing supply chains related to electrolyzers, renewable energy systems, and other significant green hydrogen project components.
• Proficiency in subcontract management, contract administration, monitoring subcontractor performance, handling claims, variations, and finalizing contracts.
• Comprehensive understanding of Saudi legislation, import/export protocols, and customs relating to extensive project procurement and logistics.
• Willingness to travel as necessary to project locations, supplier sites, fabrication yards, and regional or international offices.
