Role Overview

The Sourcing & Contracts Analyst – IT will oversee the IT department's sourcing, tendering, purchasing, and contract management. This encompasses technology systems, software, cloud services, infrastructure, cybersecurity, and digital service acquisitions. The role ensures that procurement transactions align with Qatar Government regulations and internal governance, while fostering effective vendor relationships and achieving favorable commercial results.

Key Responsibilities

  • Manage the entire IT sourcing and procurement lifecycle, including drafting RFPs/RFQs, conducting tenders, evaluating bids, negotiating terms, and awarding contracts.
  • Ensure compliance with Qatar Government procurement policies and internal governance standards.
  • Perform market research, commercial assessments, and cost benchmarking to facilitate competitive sourcing and optimal vendor selection.
  • Draft, review, and manage contracts relating to software licenses, cloud offerings, infrastructure, cybersecurity, project implementation, and other technology services.
  • Track vendor performance, adherence to contractual commitments, SLA fulfillment, contract renewals, and critical milestones.
  • Maintain detailed contract registers, procurement documentation, evaluation files, and progress reports.
  • Collaborate closely with IT, finance, legal, procurement teams, vendors, and other relevant stakeholders across the sourcing and contracting processes.
  • Support audit compliance by ensuring procurement records and contract files meet governance and control standards.
  • Contribute to the digital transformation and continuous enhancement of procurement workflows, reporting mechanisms, and contract management.

Required Qualifications and Experience

  • A minimum of 12 years of relevant experience spanning IT procurement, strategic sourcing, tendering, or contract management.
  • A bachelor's degree in Information Technology, Business Administration, Supply Chain Management, Procurement, or related fields is essential; a master's degree is preferred.
  • Experience working within regulated industries such as utilities, energy, or governmental sectors in Qatar.
  • Thorough knowledge of Qatar Government procurement policies and tendering rules.
  • Experience sourcing IT-related categories including software, cloud services, infrastructure, cybersecurity, software licensing, and technology solutions.
  • Practical experience with ERP or e-Procurement tools such as SAP, Oracle, or comparable platforms.
  • Strong skills in commercial analysis, contract administration, negotiation, documentation, and managing diverse stakeholder relationships.
  • Familiarity with Ministry of Finance (MOF), State Audit Bureau standards, and government tender committees is preferred.
  • Certifications such as CIPS, PMP, ITIL, or similar credentials are advantageous.
