Senior Technical Project Manager

About the Role

We are looking for a seasoned Senior Technical Project Manager who will spearhead the delivery of intricate technology initiatives within government and regulated enterprise settings. This role demands comprehensive oversight from project inception through deployment and post-launch support.

Primary Responsibilities

• Direct complete lifecycle management of technically complex projects, assuring adherence to defined scope, schedules, budgets, and standards of quality.
• Create and maintain comprehensive project plans, resource allocations, risk and issue logs, dependencies, and stakeholder engagement reports targeted at executive leadership.
• Lead multi-disciplinary teams encompassing Business Analysis, UI/UX, Development, Quality Assurance, DevOps, Database Administrators, Cybersecurity, and Technical Support.
• Manage projects focused on governance frameworks, board and committee management, or analogous enterprise software systems.
• Oversee system integrations utilizing REST APIs and Web Services, including SSO, email, SMS, notifications, and electronic signatures.
• Ensure deployment in isolated or on-premises environments with local Git repositories and internal continuous integration/delivery pipelines.
• Implement DevSecOps and Secure Software Development Life Cycle methodologies, such as code reviews, vulnerability scanning and remediation, automated testing, release management, and deployment safeguards.
• Handle change and release processes including deployment scheduling, rollback strategies, approved change windows, and maintaining business continuity protocols.
• Coordinate cybersecurity efforts with Security Operations Center teams to administer penetration tests, mitigate vulnerabilities, and ensure security compliance.
• Guarantee conformity with National Cybersecurity Authority (NCA) and Digital Government Authority (DGA) regulations around data privacy, access control, permission management, and audit logging.
• Manage deliverables for requirements and design phases such as Business Requirements Documents, Software Requirements Specifications, User Stories, Use Cases, Acceptance Criteria, User Journeys, Wireframes, and support for RTL/Arabic UI engineering.
• Supervise User Acceptance Testing, performance, security, and integration testing, ensuring all defects are resolved and approvals secured.
• Produce executive-level reports featuring KPIs, SLA compliance, project status, risk assessments, issues, deviations, and corrective measures.
• Manage vendor and subcontractor relationships, monitoring deliverable quality and ensuring contractual and SLA adherence.

Qualification and Experience

• A bachelor’s degree in Information Technology, Computer Science, Engineering, Project Management, or a related discipline is required.
• At least 15 years of experience in technical project management with a minimum of 10 years focused on government or regulated enterprise systems.
• Demonstrated leadership managing three or more significant government or enterprise technology projects within the last seven years.
• Expertise with Board Management, Committee Management, Governance Systems, or similar platforms is highly desirable.
• In-depth knowledge of on-premises infrastructure, DevSecOps, Secure Software Development Life Cycle, cybersecurity principles, system integrations, release and change management.
• Proven capability managing cross-functional teams comprising at least 10 professionals.
• Relevant certifications like PMP, PRINCE2, Agile, Scrum, or ITIL are advantageous.
• Fluency in Arabic and English both in verbal communication and technical documentation is essential.
