Senior Systems Engineer

Role Overview

We seek Senior Systems Engineers to contribute to the U.S. Navy's Foreign Military Sales (FMS) C4I modernization program supporting the Royal Saudi Naval Forces (RSNF). This role supports the NAVWAR program office, backing RSNF platforms and shore facilities. The position involves collaboration with senior military and government leaders from both the U.S. and Saudi Arabia and requires producing technical documents that meet foreign disclosure standards.

Work Schedule and Location

• Full-time engagement with regular daytime hours.
• Travel commitments approximate 25% of the time.
• Work is primarily based on-site in Riyadh and Jubail, with site survey visits to Jeddah.
• This role does not support remote work arrangements.

Systems Engineering Responsibilities

• Execute comprehensive systems engineering efforts for C4I systems including GCCS, NAVMACS, tactical data links, radios and antennas, CENTRIXS, network communications, SATCOM, ADSI, and associated technologies.
• Perform detailed technical site surveys, document configurations, and convert operational demands into clear engineering requirements.
• Design and carry out Site Operational Verification Tests (SOVTs), create test procedures, supervise installations, record deviations, and drive their correction.
• Investigate commercial off-the-shelf (COTS) systems such as radars, GPS, AIS, radio direction finders, EO cameras, GMDSS, APS, emergency radios, FOTN, CCTV, video displays, and VTC systems.
• Conduct alternative analyses and trade studies to recommend optimal solutions.
• Provide technical support during System Requirements Reviews (SRR), Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), and Test Readiness Reviews (TRR), including preparation and presentation of engineering documents.

Documentation and Coordination

• Develop and sanitize technical documentation to comply with foreign disclosure policies, coordinating with the U.S. Government Foreign Disclosure Office.
• Engage with NAVWAR managers, U.S. government representatives, and senior RSNF officials to ensure alignment.
• Contribute engineering data to the Integrated Master Schedule and report progress using MS Project and MS PowerPoint.
• Identify, track, and mitigate technical risks, escalating any impacts on cost, schedule, or performance to the Program Manager.
• Adhere to overseas work requirements, security protocols, and clearance processes, maintaining necessary U.S. and Saudi documentation records.

Required Qualifications

• Bachelor’s degree in an engineering discipline from an accredited college or university.
• Minimum of five years of experience in systems engineering specifically within C4I domains.
• Active Secret security clearance with continued eligibility.
• U.S. citizenship is mandatory.
• At least three years’ experience working with commercially available off-the-shelf (COTS) equipment.
• Experience engaging with U.S. Government or foreign senior military/government officials in OCONUS security cooperation contexts.
• Demonstrated expertise in foreign disclosure processes, sanitizing technical documentation, conducting site surveys, performing SOVTs, and analyzing COTS system alternatives.
• Proven strong analytical and problem-solving skills linked to C4I systems and communications networks.

Desired Qualifications

• Three or more years of experience with NAVWAR prime mission products and Systems Engineering Technical Reviews (SETR).
• Completion of DISAM Security Cooperation Management courses or achievement of DISAM International Affairs Certification Level 1 or higher.
• Prior experience operating in austere environments, especially within Middle Eastern territories.
• Competence in developing and presenting Integrated Master Schedules leveraging MS Project and MS PowerPoint or equivalent tools.
• Master’s degree in an engineering field.
