Senior Non-Key Expert – EU Cooperation & Programme Cycle

About the Role

NTU International A/S is leading a consortium preparing a proposal for the EU-funded "Egypt Downtown Facility" project. The assignment aims to strengthen the Strategic and Comprehensive Partnership between the European Union and the Arab Republic of Egypt by delivering prompt, flexible, and high-quality technical assistance. This effort supports jointly agreed bilateral cooperation priorities, enhancing policy dialogue, improving programme implementation, and strengthening the institutional capacities of Egyptian partners involved in EU-funded initiatives.

Key Responsibilities

The Senior Non-Key Expert will provide technical assistance related to EU external cooperation. Tasks include managing programme and project cycles, identifying and formulating interventions, supporting implementation, conducting monitoring and evaluation, and preparing EU programme and technical documentation.

Qualifications and Skills

• Master’s degree in international development, economics, public administration, international relations, European studies, or related disciplines.
• Proficiency in English at C1 level.
• Arabic language skills are advantageous.
• Knowledge of French is considered an asset.

Professional Experience

• A minimum of seven years of relevant professional experience.
• Experience with EU external cooperation and technical assistance.
• Familiarity with project and programme identification, formulation, implementation, monitoring, and evaluation.
• Expertise in preparing action documents such as terms of reference, programme documents, roadmaps, or technical notes.
• Training and capacity building experience is beneficial.
• Solid understanding of NDICI–Global Europe, PRAG, and EU external action procedures.
