Senior Digital Transformation Expert

About the Role

NTU International A/S is heading a consortium preparing a proposal for the EU-funded initiative “Egypt Downtown Facility.” The primary aim of this role is to significantly improve the impact, consistency, and recognition of the Strategic and Comprehensive Partnership between the European Union and Egypt. This is achieved through provision of fast, adaptable, and high-quality technical assistance, supporting joint bilateral cooperation priorities. This initiative aims to strengthen policy dialogue, enhance program execution, and build the capacities of Egyptian institutions involved in EU-supported projects.

Role Responsibilities

The Senior Non-Key Expert–Digital Transformation will be responsible for assisting technical assignments centered on advancing the digitalization of public sector organizations. This includes modernizing institutions, introducing digital workflows, promoting data-driven public administration, and crafting as well as implementing comprehensive digital transformation strategies.

Required Qualifications and Skills

• Possession of a Master’s degree in ICT, Computer Science, Information Systems, Digital Transformation, Public Administration, Engineering, or related disciplines.
• Proficiency in English at least at C1 level; knowledge of Arabic is highly valued.

Professional Experience

• A minimum of seven years in relevant professional roles.
• Hands-on experience in digital transformation initiatives and digitalization within public institutions.
• Proven track record in performing digital maturity evaluations, conducting institutional diagnostics, and preparing digital transformation roadmaps.
• Familiarity with digital workflows, e-government platforms, data-centric approaches, and institutional digitalization processes.
• Insight into the digital transformation landscape within the public sector in Egypt or the broader MENA region is advantageous.
